1. Situation Overview
- Typhoon "Karen" entered the Philippine Area of Responsibility on August 17, 2008 as a Tropical Depression with maximum sustained winds of 55 kph; gained strength and intensified into a storm as it moved closer to Northern Luzon; gained more strength and further intensified into a typhoon with maximum sustained winds ranging from 120-140 kph near the center and gustiness of up to 150 kph. It made landfall over the northern tip of Cagayan in the evening of 20 August 2008 and exited out of the country towards South China sea- on 21 August 2008
- Typhoon Karen enhanced the southwest monsoon and brought rains over Central and Northern Luzon which triggered sea mishaps, flooding and landslides in some areas of Regions I, II and CAR. The provinces affected were Ilocos Norte, !locos Sur and La -Union (Region I), Cagayan (Region II) and Benguet and Mt. Province (CAR). The most devastated provinces in terms of effects on population and damages to infrastructure and agriculture are Ilocos Norte and Cagayan
- M/B St. Joseph which was reported missing while anchored at the vicinity of Naguilian, Calayan, Cagayan on 20 August 2008 at the height of Typhoon "Karen" was found near the Island of Calayan. Search and rescue operations of the 5 crew members namely Ernie Payas, Dennis Garalde, Teofilo Cadiz, Christopher Irece and Dexter Calapini still ongoing
- M/B Perpetual reportedly sunk while anchored at the vicinity of Sitio Mangarubat, Camiguin, Calayan Island with 3 persons missing namely Nelson and Alfredo Bumagat and Gilbert Manalo, all of Naguilian, Calayan, Cagayan. Search and rescue operation still ongoing
- Search and rescue operations of the six crew members of M/B Triple A, reported capsized in Calayan, Cagayan on 20 August 2008 still ongoing
