On behalf of the Humanitarian Country Team (HCT), this report is produced by OCHA Philippines in collaboration with the Inter-Cluster Coordination Group (ICCG) and humanitarian partners. Reporting for this situation report this covers 01 April – 26 May 2025.
HIGHLIGHTS
• As of 14 May 2025, the Department of Social Welfare and Development (DSWD) reports that 8,254 people (2,282 families) remain displaced in the regions National Capital Region (NCR), 1, 3, 5, 7 and 12 due to the combined effects of the six tropical cyclones and shear line.
• There are currently a total of 21 evacuation sites open to provide temporary shelter for internally displaced persons (IDPs).
• Most cluster response efforts have concluded with the exception of a few agencies that are blending response with preparedness efforts for future shocks.
• There is a need to regularly monitor the food security and agriculture situation in different parts of the country as the population affected by the series of typhoons in 2024 remain vulnerable to different shocks.
• The series of typhoons and its impact on school personnel emphasizes the need for continuous Mental Health and Psychosocial Support Services (MHPSS) for both teachers and learners.
• There is a need to strengthen awareness raising on the importance of civil documentation, particularly at the community level, during emergency and non-emergency situations.
• Communities across the affected areas require safe and consistent access to drinking water. Long-term solutions should focus on building resilient water infrastructure that can withstand future shocks and ensure sustainable access to safe water for all affected populations. Community-based water management committees should be established and trained to oversee the operation and maintenance of water systems
• There is a need to develop a joint AAP-PSEA-GIHA strategy plan to capture experiences, identify potential collaboration areas, strengthen thematic integration, increase community awareness, and systematize the strategy.
• A Response Portal has been developed to provide latest information on displacement, cluster indicators, response funding and cluster 3W.
