Overview
In the latter part of 2024, the Philippines endured an unprecedented tropical cyclone season, with six cyclones striking in rapid succession over just five weeks between October and November.
To support response efforts, the Humanitarian Country Team (HCT) released both an initial and updated consolidated rapid needs assessment, informing the development of the Humanitarian Needs and Priorities (HNP) Plan. Launched on 12 November, the HNP requested US$32.9 million to enable urgent, life-saving interventions in areas affected by Severe Tropical Storm Kristine.
By mid-November, projections indicated a possible Super Typhoon making landfall in areas included in the CERF Anticipatory Action (AA) pilot. While the readiness trigger was met, the thresholds for full activation were not. As a result, CERF AA resources were reallocated to support the emergency response following Super Typhoon Pepito (Man-yi).
Given the compounded impacts of six tropical cyclones in quick succession, a revised HNP was issued on 5 December, raising the funding requirement to $42.4 million.
