DHA-UNDRO INFORMATION REPORT NO. 1
20 AUGUST 1992

SITUATION

1. IN JUNE 1991, FOLLOWING VIOLENT ERUPTIONS OF MOUNT PINATUBO, ONE OF 21 ACTIVE VOLCANOES IN THE PHILIPPINES, MORE THAN 800 PEOPLE WERE KILLED AND THE EVACUATION OF MORE THAN 250,000 PERSONS TOOK PLACE.

2. VOLCANIC ACTIVITY RECOMMENCED IN JULY 1992. SINCE 9 JULY 1992, TROPICAL RAINSTORMS AND THE ASH FROM THE ERUPTIONS IN JUNE 1991 HAVE CAUSED FLOODS, LANDSLIDES AND LAHARS (MUDSLIDES) NEARLY 1.6 METRES HIGH, WASHING OUT BRIDGES AND ROADS IN THE NORTHERN PROVINCES OF PAMPANGA, TARLAC AND ZAMBALES. ON 4 AUGUST 1992, MOUNT PINATUBO ERUPTED VIOLENTLY SHOWERING MUD AND HOT PEBBLES ON TO ANGELES CITY (200 KM FROM MANILA) AND 4 TOWNS IN PAMPANGA AND TARLAC. APPROXIMATELY 70 PER CENT OF THE LAHAR FROM THE VOLCANO HAS FLOWED TOWARDS THE SOUTH-WEST ALONG THE SANTO TOMAS RIVER AND ITS SOUTHERN TRIBUTARIES.

IMPACT

3. AT 31 JULY 1992 AN ESTIMATED 4,140 FAMILIES (ABOUT 19,617 PERSONS) HAD BEEN AFFECTED, AGGRAVATING THE DIFFICULT SITUATION IN THE APPROXIMATELY 140 EVACUATION CENTRES WHERE ABOUT 30,000 PERSONS ARE STILL AWAITING RELOCATION FOLLOWING THE 1991 ERUPTIONS. IN AUGUST, AFTER GOVERNMENT WARNINGS, A FURTHER 2,000 VILLAGERS LIVING WITHIN 15 KM OF THE VOLCANO LEFT THEIR HOMES AND SOUGHT REFUGE IN GOVERNMENT EVACUATION CENTRES.

PROJECTED EVOLUTION

4. ON 19 AUGUST 1992, THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY WARNED THAT STILL 'AN EXPLOSIVE ERUPTION IS POSSIBLE'. A LARGE LAKE TO THE SOUTH WEST OF THE VOLCANO CREATED BY THE 1991 ERUPTION PRESENTS A POTENTIAL ENVIRONMENTAL HAZARD SINCE LAHARS OF UP TO 60 DEGREES C FLOW DOWN FROM THE LAKE IN A SOUTH-WESTERLY DIRECTION INTO THE MARELLA AND STO TOMAS RIVERS. IN A WORST CASE SCENARIO, THE LAKE COULD BREACH ITS BANKS AND APPROXIMATELY 50,000 PEOPLE IN THE STO TOMAS FLOODPLAIN WOULD HAVE TO BE EVACUATED. THE SITUATION CONTINUES TO BE UNSTABLE AND FURTHER LAHARS MAY OCCUR PARTICULARLY UNTIL THE END OF THE MONSOON PERIOD (SEPTEMBER-OCTOBER).

NATIONAL RESPONSE

5. THE PHILIPPINES DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) IS PROVIDING THE REQUIRED EMERGENCY RELIEF ASSISTANCE TO THE FAMILIES TEMPORARILY AFFECTED BY THE DISTURBANCES.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

6. ON 28 JULY, USAID/OFDA DELIVERED A SHIPMENT OF PLASTIC SHELTER MATERIAL FOR FLOOD AND LAHAR VICTIMS. ON 6 AUGUST 1992, OFDA APPROVED THE PROVISION OF USD 375,000 FOR USAID RELIEF AND REHABILITATION PROJECTS.

7. TO DATE THE PHILIPPINE GOVERNMENT HAS NOT REQUESTED INTERNATIONAL ASSISTANCE. THE DHA-UNDRO RESIDENT COORDINATOR IS IN CLOSE CONTACT WITH THE NATIONAL AUTHORITIES MONITORING THE SITUATION. DHA-UNDRO GENEVA IS LIAISING WITH THE PERMANENT MISSION OF THE PHILIPPINES.

SITUATION

1. ON 29 AUGUST 1992, LAHAR FLOWS TRIGGERED BY HEAVY RAINS OF TROPICAL STORM 'POLLY' FLOWED DOWN MOUNT PINATUBO SLOPES. PRELIMINARY PRE SS REPORTS INDICATE 8 PEOPLE DEAD, 50,000 EVACUATED AND HUNDREDS OF HOUSES BURIED. MUDFLOWS AFFECTED THE PROVINCES OF PAMPANGA, TARL AC AND ZAMBALAS. THEY HAD A HEIGHT OF THREE METRES (NINE FEET) IN SOME AREAS, WASHED AWAY BRIDGES AND CUT OFF A MAJOR ROAD LINK FROM THE NORTHERN PROVINCES TO MANILA.

2. EVACUATED POPULATION SOUGHT REFUGE IN SCHOOLHOUSES, MILITARY CAMPS, GOVERNMENT BUILDINGS AND CHAPELS. NATIONAL POLICE AND RESCUE TEAMS USING HELICOPTERS, RUBBER BOATS WITH FROGMEN, MILITARY TRUCKS, CANOES AND SCHOOL BUSES TO RESCUE FAMILIES TRAPPED IN LOW-LYING VILLAGES. HUNDREDS OF FAMILIES IN MABALACAT (90 KMS NORTH OF MANILA, PAMPANGA PROVINCE) BELIEVED TO BE TRAPPED IN THEIR HOUSES.

3. THE LAHAR FLOWS STRUCK THE NORTHERN REGION THAT HAS ALREADY BEEN SUFFERING FROM MUDFLOWS AND FLOODS INDUCED BY VOLCANIC ACTIVITY AND HEAVY MONSOON RAINS DURING THE LAST TWO WEEKS. AS AT 22 AUGUST, 6 CASUALTIES HAD BEEN REPORTED, 13,137 PERSONS EVACUATED AND 427,199 PERSONS AFFECTED (BREAKDOWN: PAMPANGA 322,423, TARLAC 25,089, BATAAN 63,748, OLANGAPO CITY 6,869. ZAMBALES 9,070).

PROJECTED EVOLUTION

4. AS THE SOUTHWEST MONSOON CONTINUES INTERMITTENTLY THROUGHOUT THE DANGER AREA, ADDITIONAL LAHAR EVENTS CAN BE EXPECTED. ACCORDING TO S CIENTISTS, IN VIEW OF SEISMIC AND SULPHUR DIOXIDE EMISSION ACTIVITY, MAJOR ERUPTION OF MOUNT PINATUBO POSSIBLE. THE VOLCANO WAS SHAKEN BY HUNDREDS OF VOLCANIC EARTHQUAKES DAILY SINCE LAST WEEK. CLOSE WATCH ON VOLCANO IS BEING MAINTAINED AND PEOPLE ARE ADVISED NOT TO VENTURE AND STAY INSIDE THE 10 KM RADIUS DANGER ZONE.

SITUATION

1. FOLLOWING REPORT RECEIVED FROM UNDP/DHA-UNDRO RESIDENT REPRESENTATIVE ON EFFECTS OF SOUTHWEST MONSOON RAINS INDUCED BY TROPICAL DEPRESSION 'GLORING' AND TROPICAL STORM 'ISANG' (AS OF 1 SEPTEMBER 1992, 17.00 HRS LOCAL TIME).

2. CASUALTIES: 17 DEAD, 2 MISSING. AFFECTED POPULATION: 130,502 FAMILIES (649,265 PERSONS). EVACUATED: 4,371 FAMILIES (24,982 PERSONS). PROVINCES BATAAN, BULACAN, PAMPANGA, TARLAC, AND ZAMBALES AFFECTED.

3. 104 HOUSES WERE TOTALLY DESTROYED, 148 PARTIALLY. DAMAGE TO INFRASTRUCTURE AND AGRICULTURAL CROPS ESTIMATED AT 212.356 MILLION PESOS (APPROX. USD 8.53 MILLION).

LAHAR UPDATE

4. CONTINUOUS RAINS OVER MT. PINATUBO TRIGGERED LAHARS AND SECONDARY EXPLOSIONS. LAHAR FLOWS DETECTED BY FLOW SENSORS ALONG SACOBIA RIVER. ASH PLUME FROM SECONDARY EXPLOSIONS AT SACOBIA ATTAINED A MAXIMUM HEIGHT OF 5.5 KMS. ASHFALLS EXPERIENCED AT CLARK AIR BASE COMPOUND FROM 10.30 PM (AUG.30) TO 5.29 PM (AUG.31) RESULTING IN 4 MILLIMETER THICK ASH DEPOSIT. PROJECTED EVOLUTION

5. OCCURRENCE OF EXPLOSIVE ERUPTIONS REMAINS POSSIBLE. ALERT LEVEL 5 MAINTAINED. BIG LAHAR FLOWS ARE TO BE EXPECTED IN THE EVENT THAT THE CURRENT UNREST OF MT. PINATUBO WILL BE MODIFIED BY EXPLOSIVE ERUPTIONS.

NATIONAL RESPONSE

6. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) REPORTS 33,582 PERSONS ARE ASSISTED INSIDE EVACUATION CENTRES AND 257,537 OUTSIDE SUCH CENTRES. PHILIPPINE NATIONAL RED CROSS EXTENDING AID TO 81,597 PERSONS. DEPARTMENT OF HEALTH IS PROVIDING MEDICAL ASSISTANCE, ENVIRONMENTAL HEALTH SANITATION, MALARIA AND TB CONTROL, PSYCHOSOCIAL SUPPORT AND HEALTH EDUCATION. DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS, ARMED FORCES AND NATIONAL POLICE INVOLVED IN RELIEF OPERATION.

7. INFORMAL DONORS' MEETING CONVENED BY NATIONAL AUTHORITIES ON 1 SEPTEMBER 1992 TO BRIEF DONOR COMMUNITY ON THE LATEST SITUATION, THE GOVERNMENT RELIEF PROGRAMME AND REQUIREMENTS. THE MEETING WAS ATTENDED, AMONG OTHERS, BY REPRESENTATIVES FROM UNDP/DHA-UNDRO, WFP, FAO, WORLD BANK, JAPAN INTERNATIONAL COOPERATION AGENCY (JICA), USAID, COMMISSION OF THE EUROPEAN COMMUNITIES AND THE GERMAN, CANADIAN, FRENCH, ISRAEL, JAPANESE, AUSTRALIAN, NORWEGIAN AND BRITISH EMBASSIES. DSWD INDICATED THAT THE GOVERNMENT HAS STILL ADEQUATE RESOURCES TO RESPOND TO THE NEEDS.

1. SITUATION IN THE PHILIPPINES DETERIORATING FOLLOWING FURTHER DEVASTATING FLOODS AND MUDFLOWS TRIGGERED BY TORRENTIAL RAINS. MUDFLOWS OF VOLCANIC ASH AND ROCKS FROM PINATUBO'S SLOPES OCCURRED ALMOST DAILY FROM 1 TO 6 SEPTEMBER. REPORTS INDICATE SIGNIFICANT INCREASE IN DISASTER VICTIMS AND DAMAGE IN THE AFFECTED PROVINCES.

  • AN INCREASE OF 250,00 PERSONS AS COMPARED TO THE SITUATION RECORDED ON 1 SEPTEMBER 1992.
  • NUMBER OF HOUSES TOTALLY DESTROYED: 3,224, PARTIALLY DESTROYED: 3,097 - DAMAGE IS ESTIMATED AT 570.663 MILLION PESOS (APPROX. USD 22.918 MILLION).

ON SUNDAY, 6 SEPTEMBER, PRESIDENT OF THE PHILIPPINES FLEW OVER AREAS AFFECTED BY MUDFLOWS, VISITED EVACUATION SITES AND APPEALED TO THE NATION TO DONATE MONEY, FOOD AND OTHER ASSISTANCE TO THE VICTIMS. SITUATION

1. FURTHER TO THE STATISTICS PROVIDED AND PUBLISHED IN DHA-UNDRO INFORMATION REPORT NO. 4, THE NATIONAL DISASTER COORDINATING COUNCIL (NDCC) SPECIFIES THE FOLLOWING AREAS AS BEING AFFECTED:

  • PROVINCES: ABRA, BENGUET, MT. PROVINCE, ILOCOS NORTE, ILOCOS SUR, BATAAN, BULACAN, PAMPANGA, ZAMBALES, PANGASINAN, TARLAC, CAVITE, LA UNION AND THE NATIONAL CAPITAL REGION.
  • CITIES: BAGUIO, CAVITE, ANGELES AND OLONGAPO.
2. NDCC ALSO INFORMS THAT THE TONS OF STEAMING LAHAR WHICH WERE SPAWNED BY THREE HEAVY STORMS FLOWED AT 8O KM PER HOUR AND TOTALLY BURIED FIVE LOCAL VILLAGES.

3. 163 EVACUATION CENTRES HAVE BEEN ESTABLISHED. 42,991 FAMILIES (228,963 PERSONS) ARE ASSISTED INSIDE AND OUTSIDE THESE CENTERS.

APPEAL FOR INTERNATIONAL ASSISTANCE

4. PRESIDENT FIDEL RAMOS HAS DECLARED A STATE OF EMERGENCY IN THE AFFECTED PROVINCES AND CITIES. HE HAS APPEALED TO THE INTERNATIONAL COMMUNITY FOR ASSISTANCE TO THE PHILIPPINE GOVERNMENT'S RELIEF AND REHABILITATION EFFORTS IN THE DISASTER- STRICKEN AREAS.

5. UPON REQUEST FROM THE GOVERNMENT OF THE PHILIPPINES, DHA- UNDRO HEREBY LAUNCHES THIS URGENT APPEAL TO THE INTERNATIONAL COMMUNITY FOR ASSISTANCE TO BRING RELIEF TO THE DISASTER VICTIMS, WHO NUMBER ALMOST ONE MILLION.

RELIEF NEEDS

6. THE PHILIPPINE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) HAS ADVISED THAT THE FOLLOWING EMERGENCY AND RELIEF MATERIALS ARE NEEDED: TENTS, BLANKETS, CLOTHING, FOOD AND MEDICINES. ALL THESE MATERIALS ARE AVAILABLE LOCALLY.

7. DHA-UNDRO GENEVA IN CONTACT WITH GOVERNMENT AUTHORITIES THROUGH DHA-UNDRO/UNDP RESIDENT REPRESENTATIVE AND UN-DISASTER MANAGEMENT TEAM (UN-DMT) TO OBTAIN DETAILED AND QUANTIFIED LIST OF ITEMS NEEDED.

8. DHA-UNDRO MAKING AVAILABLE AN EMERGENCY GRANT OF USD 30,000 FOR LOCAL PURCHASE OF RELIEF SUPPLIES. FURTHER CASH CONTRIBUTIONS URGENTLY SOUGHT. THEY CAN BE CHANNELLED THROUGH DHA-UNDRO, ACCOUNT NO. 1. ON 10 SEPTEMBER 1992, THE NATIONAL DISASTER COORDINATING COUNCIL (NDCC) PROVIDED UPDATED STATISTICS ON THE IMPACT OF THE DISASTER AS FOLLOWS:

  • AFFECTED POPULATION INCREASED TO 939,523 PERSONS (191,863 FAMILIES)
  • HOUSES DESTROYED/DAMAGED: 6,356 (TOTALLY - 3,251, PARTIALLY - 3,105).
PROJECTED EVOLUTION

2. THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS) REPORTED THAT, OF THE ESTIMATED 7.05 CU. KILOMETERS OF LAHAR SEDIMENTS, ONLY 0.77 CU. KILOMETERS FLOWED DOWN IN 1991. IT PROJECTED, AS A WORST CASE SCENARIO, ABOUT 3.62 CU. KILO- METERS OF LAHAR THAT WILL POTENTIALLY FLOW DOWN THE LOW-LYING AREAS DURING THIS RAINY SEASON.

NATIONAL RESPONSE

3. ON 10 SEPTEMBER AT 16.00 HRS, THE PHILIPPINE GOVERNMENT, THROUGH THE NDCC, CALLED A MEETING WITH THE DONOR COMMUNITY TO INFORM ON THE LATEST DEVELOPMENTS AND COMMUNICATE IMMEDIATE REQUIREMENTS FOR THE VICTIMS.

4. THE GOVERNMENT HAS DESIGNATED NDCC AS FOCAL POINT IN COORDINATING EMERGENCY RELIEF ASSISTANCE FROM MULTILATERAL AND BILATERAL SOURCES. DONORS WHO DELIVER ASSISTANCE THROUGH IMPLEMENTING AGENCIES AND/OR NON-GOVERNMENTAL ORGANIZATIONS ARE ASKED TO INFORM BOTH, THE NATIONAL ECONOMIC DEVELOPMENT AUTHORITY (NEDA) AND NDCC, FOR THE MONITORING OF CONTRIBUTIONS.

5. THE GOVERNMENT, THROUGH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD), HAS PROVIDED ASSISTANCE TO THE VICTIMS ESTIMATED AT USD 0.629 MILLION (ABOUT 15.618 MILLION PESOS). SITUATION

1. RAINS OVER MOUNT PINATUBO HAVE CONTINUED. TROPICAL STORM TED AFFECTED MAIN ISLAND OF LUZON ON MONDAY, 21 SEPTEMBER, TRIGGERING FURTHER MUDFLOWS AND FLOODS. AN EXPLOSION CAUSED BY THE RAINS HITTING HOT ROCKS ON THE FLANKS OF MOUNT PINATUBO SENT AN ASH COLUMN SOARING HIGH INTO THE AIR. VOLCANIC ASH WAS BLOWN FROM MOUNT PINATUBO ALL THE WAY TO MANILA.

2. NDCC STATISTICS ON IMPACT OF THIS DISASTER AS AT 21 SEPTEMBER
AS FOLLOWS:

  • CASUALTIES: 50 DEAD, 13 INJURED, 10 MISSING
  • AFFECTED POPULATION: 192,641 FAMILIES (942,764 PERSONS)
  • MOST SEVERELY AFFECTED IS REGION III (CENTRAL LUZON), WITH 118,182 PERSONS SUFFERING FROM THE EFFECTS OF FLOODING AND LAHAR. 76 EVACUATION CENTRES OPERATING IN REGION III.
  • NUMBER OF HOUSES TOTALLY OR PARTIALLY DESTROYED: 3,388
  • DAMAGE TO AGRICULTURAL CROPS, INFRASTRUCTURE AND PRIVATE PROPERTIES ESTIMATED AT 1,846.341 RUPEES (APPROX. USD 74.2 MILLION).
3. ALERT LEVEL 5 REMAINS IN EFFECT, AND POSSIBLE OCCURENCE OF EXPLOSIVE ERUPTIONS FROM MT. PINATUBO VOLCANO PERSISTS.

NATIONAL RESPONSE

4. RELIEF ACTIVITIES CONTINUE TO BE EXTENDED THROUGH NATIONAL SERVICES. REPAIR OF DAMAGED INFRASTRUCTURE AND INITIAL REHABILITATION UNDERWAY.

5. PRESIDENT RAMOS SIGNED LAW FOR ESTABLISHMENT OF MT. PINATUBO ASSISTANCE, RESETTLEMENT AND DEVELOPMENT FUND OF PESOS 10 BILLION (APPROX. USD 4OO MILLION) ON 24 SEPTEMBER 1992. THESE FUNDS ARE PROGRAMMED FOR USE OVER A PERIOD OF THREE YEARS. COMMISSION TO HANDLE THE FUND BEING DRAWN UP BY GOVERNMENT. SOURCE OF FUNDS BEING DETERMINED.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

6. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) IDENTIFIED PRIORITY EVACUATION CENTRES REQUIRING IMMEDIATE RELIEF ASSISTANCE. UNDP RECONNAISSANCE TEAM VISITED CENTERS IN PAMPANGA, ZAMBALES AND BATAAN. BASED ON THEIR ASSESSMENT, AND IN COORDINATION WITH DSWD AND UN DISASTER MANAGEMENT TEAM (DMT) FOOD AND NON-FOOD RELIEF ITEMS (RICE, POWDERED MILK, INFANT FOOD, MOSQUITO NETS, MATS AND BLANKETS) PURCHASED AND DELIVERED FROM DHA-UNDRO AND UNDP FUNDING.

7. UNICEF RESPONDED IMMEDIATELY TO APPEAL FOR ASSISTANCE BY PROVIDING INITIAL RELIEF SUPPLIES TO DSWD AND DEPARTMENT OF HEALTH (DOH) INCLUDING TENTS, WATER CONTAINERS, WATER PURIFICATION TABLETS, AND ORAL REHYDRATION SALTS.

8. WHO REGIONAL OFFICE IN MANILA CARRYING OUT ASSESSMENT IN HEALTH SECTOR TOGETHER WITH DOH. HEALTH PROBLEMS RESULTING FROM DISLOCATION OF A LARGE NUMBER OF PEOPLE TO MAKESHIFT QUARTERS WITH INADEQUATE FOOD, SANITATION, INSUFFICIENT WATER AND ENERGY SUPPLY. INCREASE IN CASES OF DIARRHOEA AND UPPER RESPIRATORY INFECTIONS REPORTED.

9. DISTRIBUTION OF USAID/OFFICE OF FOREIGN DISASTER ASSISTANCE (OFDA) PROVIDED PLASTIC SHEETING UNDER WAY. OFDA FUNDED PROGRAMMES TO ASSIST VICTIMS WITH RELIEF SUPPLIES, CASH FOR WORK PROGRAMMES, CONSTRUCTION OF SHELTERS AND SANITARY FACILITIES IMPLEMENTED THROUGH NON-GOVERNMENTAL ORGANIZATIONS.

10. SPECIFIC ASSISTANCE GAPS IN THE IDENTIFIED REQUIREMENTS OF THE VICTIMS BEING DETERMINED FOR SUBMISSION TO THE DONOR COMMUNITY.

SITUATION

1. 164, 408 FAMILIES (803,971 PERSONS) ARE STILL AFFECTED BY THIS DISASTER. THE NUMBER OF FAMILIES IN NEED OF ASSISTANCE INSIDE AND OUTSIDE EVACUATION CENTRES HAS DECREASED TO 7,722 (36,129 PERSONS). WITH FURTHER TYPHOONS LIKELY TO OCCUR DURING CURRENT SEASON, NEW INCREASE IN EVACUATED POPULATION MAY BE EXPECTED.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

2. THE NATIONAL DISASTER COORDINATING COUNCIL (NDCC) SUBMITTED TO DONORS A REPORT ON THE ASSISTANCE GAP REQUIREMENTS FOR RESCUE AND RELIEF OPERATIONS. THE REPORT IDENTIFIES TWO SCENARIOS, PLAN A AND PLAN B, WHICH WOULD BECOME APPLICABLE DEPENDING ON THE FURTHER DEVELOPMENT OF THE SITUATION.

3. UNDER PLAN A, 38,700 FAMILIES WOULD BE ASSISTED BY GOVERNMENT SERVICES AND NGOS. USD 20.8 MILLION WOULD BE REQUIRED FROM INTERNATIONAL DONORS TO SUPPLEMENT NATIONAL RESOURCES FOR ASSISTANCE IN TERMS OF FOOD AID, NON-FOOD RELIEF SUPPIES, MEDICAMENTS, MEDICAL SUPPLIES AND EQUIPMENT OVER A PERIOD OF THREE MONTHS (OCTOBER TO DECEMBER 1992). A FURTHER USD 8.5 MILLION WOULD COVER REHABILITATION/ RECONSTRUCTION NEEDS FOR RESCUE EQUIPMENT AND BUNKHOUSES/EVACUATION CENTRES TO BE PROVIDED OVER A PERIOD OF FIVE TO TEN YEARS. UNDER PLAN B, 101,000 FAMILIES WOULD BE ASSISTED AND THE TOTAL FUNDING GAP WOULD AMOUNT TO USD 71.8 MILLION.
