SUMMARY OF THE EARLY ACTION PROTOCOL
The IFRC Disaster Response Emergency Fund (DREF) has approved CHF 234,809 for the implementation of anticipatory actions to reduce and mitigate the impact of flooding in the Philippines. This EAP includes an allocation of CHF 79,215 to preposition stock and for undertaking annual readiness activities to implement early actions, if and when the trigger is reached. The total allocated budget is CHF 157,751 for early action. The early actions to be conducted have been pre-agreed with the National Society and are described in the Early Action Protocol.
The PRC is the lead for the development of this Flood EAP and is in charge of its implementation through the eight chapters trained on the Early Actions in the four main targeted river basins (see Figure 1) in four regions (North Luzon, Bicol, East Visayas and East of Mindanao).
The German Red Cross is the main partner of PRC in the preparation and activation of this EAP, through its ongoing Forecast-based Financing (FbF) project. More specifically, the FbF project is supporting the readiness of the National Society, through the organization of simulation exercises as well as the training of the concerned The International Federation of Red Cross and Red Crescent Societies (FRC) has approved the Early Action Protocol (EAP) for the Philippine Red Cross (PRC) / Flood with a timeframe of five years and a budget of CHF 234 809; consisting of CHF 79,215 for readiness and pre-positioning and CHF 157,751 for early action. The EAP is funded from the IFRC’s Forecast based Action Fund (by the DREF) where allocations are drawn on annual basis to cover readiness and prepositioning cost and as a one off upon trigger to implement early actions. chapters on the Early Actions. With regards to the current version of the Flood EAP, the German Red Cross is responsible for tool kit procurement and prepositioning, as well as for provisioning IEC materials informing on the evacuation of livestock.
The IFRC Country Delegation is supervising the overall process of the EAP implementation in-country in coordination with the PRC and the German Red Cross, from designing the protocols and trigger statements up to monitoring and evaluation of the interventions.
The 510 Initiative - Their Flood statistical model is the basis for triggering the Early Actions proposed in the Flood EAP. The 510 team facilitated the Community Risk Assessment (CRA) and developed the triggers and model for Typhoon Protocol as well.
In 2021, the IFRC facilitated a funds transfer to the German Red Cross. Additionally, the PRC implemented various procurement activities that were in line with the specified terms detailed in the tripartite project agreement.
Moving on to the period between 2022 and 2023, no additional procurement activities took place. This pause was primarily due to the absence of requests from the National Society, influenced by several factors. In 2022, the Philippines was struck by Typhoon Odette, prompting a focus on emergency response and full recovery efforts. Furthermore, the launch of an emergency appeal kept the PRC engaged in operationally intense activities.
In late 2023, the German Red Cross supported PRC to convene provincial meetings in all eight Flood EAP chapters to update beneficiary data and to implement readiness activities. German Red Cross funds were utilized for this purpose.
In 2024, IFRC once again transferred funding to the Philippine Red Cross, amounting to CHF 25,298.80 with 1st and 2nd tranches.
