DESCRIPTION

On 12 July 2023 at 3:00 AM, the Low-Pressure Area (LPA) was estimated based on all
available data at 295 km East of Infanta, Quezon (14.9°N, 124.4°E). The Southwest
Monsoon is affecting the entire Eastern Visayas. Furthermore, the entire Eastern Visayas
experienced cloudy skies with scattered rain showers and thunderstorms due to
LPA/Southwest Monsoon. Moreover, light to moderate winds from West to Southwest will
prevail over the whole Visayas with slight to moderate seas. (Source: DOST-PAGASA

Due to the continuous heavy rains experienced throughout the region, the water level
raised thus resulting to an extreme flooding in one of the low-lying areas in Catbalogan
City, Samar. As of this report, the residential houses near the riverbanks in Barangay San
Andres was flooded affecting approximately 233 Families or 932 individuals.
Moreover, all roads and bridges are passable, and all communication signals are
functional and stable in all the provinces. There was no interruption in water supply, and
all are functional. Also, all ports in the region are operational and there are no reported
stranded cargoes and passengers. Work and class suspension were also raised in the
local government of Catbalogan City, Samar. Lastly, no casualties or injuries were
reported
