1. USGS REPORTS EARTHQUAKE MEASURING 7.7 ON RICHTER SCALE HIT LUCON ISLAND, PHILIPPINES, ON 16 JULY 1990 AT 16.30 LT PRELIMINARY EPICENTER 15,6 DEGREES NORTH, 121,0 DEGREES EAST, DEPTH SHALLOW.

2. EARLY REPORTS SAY DAMAGE WORST IN CITIES NORTH OF MANILA, WITH MAJOR DAMAGE IN CABANATUAN CITY AND BAGUIO. AMATEUR RADIO STATION IN BAGUIO REPORTS ALL HIGH BUILDINGS COLLAPSED. AT PRESENT NO PRECISE REPORTS ON LOSS OF LIFE.

3. PHILIPPINE GOVERNMENT IS SENDING IN HELICOPTER RECON TEAMS IMMEDIATELY.

4. UNDRO/UNDP RESIDENT CO-ORDINATOR MANILA AWAITS MORE INFORMATION FROM PHILIPPINE GOVERNMENT INCLUDING IF INTERNATIONAL ASSISTANCE IS REQUIRED.

1. REPORTS FROM REPRESENTATIVE UNDRO/UNDP MANILA SAY TREMOR CAUSED DAMAGE TO SEVERAL BUILDINGS IN METRO MANILA, CABANATUAN CITY AND BAGUIO CITY RESULTING IN 191 CONFIRMED DEATHS AND 568 INJURED. INCLUDED IN CASULATIES ARE TWENTY STUDENTS OF PHILIPPINE CHRISTIAN COLLEGE SITUATED IN CABANATUA WHICH COLLAPSED DURING CLASS HOURS, WITH ONE HUNDRED AND FIFTY PERSONS STILL TRAPPED. FEAR OF MANY MORE PEOPLE STILL TRAPPED UNDERNEATH COLLAPSED BUILDINGS. IN BAGUIO SEVERAL ESTABLISHMENTS SEVERELY AFFECTED INCLUDING TWO UNIVERSITIES AND TWO HOTELS. HEAVY DAMAGE TO INFRASTRUCTURE WITH LANDSLIDES RENDERING KENNON AND NAGUILIAN ROADS LEADING TO BAGUIO IMPASSABLE. AT LEAST FIVE BRIDGES IN REGION I (PANGASINAN, DAGUPAN CITY, LA UNION AND ILOCOS SUR) SEVERELY DAMAGED. SIMILARLY IN REGION III (NUEVA, ECIJA, TARLAC).

2. NATIONAL RESPONSE SO FAR INCLUDING MOBILIZATION OF DISASTER UNITS DOWN TO MUNICIPAL LEVEL. MILITARY UNITS SENDING MEDICAL SUPPLIES AND RESCUE EQUIPMENT TO AFFECTED AREA. PHILIPPINE COAST GUARD ORDERED TO EVACUATE RESIDENTS ALONG SHORELINE IN ANTICIPATION OF POSSIBLE TSUNAMIS. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT AIRLIFTING READY-TO-EAT-FOOD TO BAGUIO. PHILIPPINE NATIONAL RED CROSS FIELDED FIRST AID TEAMS WITH UNITS OF BLOOD. LOADERS/CRANES/WELDING MACHINES PROVIDED BY DEPARTMENT OF PUBLIC WORKS FOR RESCUE OPERATIONS.

3. US DEFENCE DEPARTMENT SENDING AIR FORCE SEARCH AND RESCUE TEAM DUE TO ARRIVE WEDNESDAY 18 JULY. ALSO ASSISTANCE GIVEN FROM CLARK AIR FORCE BASE.

1. UNDRO/UNDP RESIDENT CO-ORDINATOR REPORTS FOLLOWING:

GENERAL SITUATION

BAGUIO CITY SEVERELY DAMAGED. SEVERAL BUILDINGS PARTLY OR TOTALLY COLLAPSED INCLUDING NEW WING OF HYATT HOTEL, NEVADA HOTEL, BAGUIO PARK HOTEL, AND ROOF OF BAGUIO GENERAL HOSPITAL. COMMON WEALTH GARMENT FACTORY COLLAPSED AND BURNED WITH UNDETERMINED NUMBER OF PERSONS MISSING. IN CABANATUAN, THE PHILIPPINE CHRISTIAN COLLEGE (3 TO 6) STORIES COLLAPSED KILLING 20 STUDENTS, 150 PERSONS STILL TRAPPED INSIDE THE BUILDING. IN MANILA ONE BUILDING COLLAPSED AND SEVERAL BUILDINGS DAMAGED. IN PANGASINAN REGION SEVERAL BUILDINGS COLLAPSED OR SEVERELY DAMAGED. RE. INFRASTRUCTURE: EXTENSIVE DAMAGE TO ROADNET AND BRIDGES, ALL THREE ROADS TO BAGUIO IMPASSABLE AND BAGUIO AIRPORT CLOSED EXCEPT FOR HELICOPTERS. COMMUNICATIONS AND POWER SUPPORT IN AFFECTED AREA DISRUPTED. RESCUE EFFORTS ONGOING WITH REMAINING HOPE OF FINDING VICTIMS ALIVE UNDERNEATH RUBBLE. ON 18 JULY APPROXIMATELY 4,768 FAMILIES OR 28,000 PERSONS REPORTED AFFECTED WITH 279 DEAD AND 672 INJURED COUNTING ONLY RECOVERED BODIES. TOTAL DAMAGE DIFFICULT TO ESTIMATE DUE TO INACCESSIBILITY TO THE AREA BUT HOSPITALS OVERFLOWING WITH VICTIMS AND FOOD AND WATER BECOMING INCREASINGLY SCARCE.

2. NATIONAL RESPONSE

NATIONAL DISASTER DECLARED BY THE PRESIDENT IN THREE PROVINCES AND SIX CITIES. PHILIPPINE SECRETARY OF DEFENCE APPOINTED BY PRESIDENT TO COORDINATE NATIONAL RESPONSE. RELIEF OPERATIONS BEING CONDUCTED BY THE ARMED FORCES AND MEMBERS OF RELIEF SERVICE COMMITTEE. NATIONAL DISASTER CO-ORDINATING COUNCIL THROUGH LOCAL DCCS CONTINOUSLY MONITORING ONGOING RELIEF OPERATIONS. PHILIPPINE RED CROSS DISPATCHED TEAMS TO AFFECTED AREA.

3. INTERNATIONAL RESPONSE

(A) UNDRO GRANTED US DLRS 30,000 TO PURCHASE LOCALLY EMERGENCY RELIEF ITEMS.

(B) U.S. ASSISTANCE GIVEN FROM BOTH CLARK AIRFORCE BASE AND THROUGH RELIEF FLIGHTS INCLUDING SEARCH AND RESCUE, MEDICAL, CIVIL ENGINEERING TEAMS AND RELIEF MATERIAL. JAPANESE GOV DISPATCHED S.A.R. AND MEDICAL TEAM AND RELIEF EQUIPMENT. INTERNATIONAL RESCUE CORPS U.K. ARRIVED 18 JULY. SWISS DISASTER RELIEF UNIT DISPATCHED ASSESSMENT TEAM 18 JULY. DONATIONS ALSO GIVEN FROM AUSTRALIA, GERMANY, ISRAEL, SINGAPORE, SWITZERLAND, THAILAND AND UNITED KINGDOM.

BBB) SHELTER EQUIPMENT SUCH AS TENTS, MOSQUITO NETS, BLANKETS, FOLDING BEDS, MATS, WATER CONTAINERS, ETC.

CCC) GARMENTS OR CLOTHING

DDD) FOOD PROVISIONS SUCH AS CANNED AND OTHER READY-TO-EAT FOOD.

EEE) WATER PURIFICATION EQUIPMENT AND HALAZONE TABLETS.

FFF) CADAVER BAGS, POWER GENERATORS, SURGICAL POWER EQUIPMENTS.

1. UNDRO/UNDP RESIDENT CO-ORDINATOR REPORTS FOLLOWING UPDATE OF CASUALTIES: DEATHS 332 (ONLY RECOVERED BODIES COUNTED), INJURED 683. AS ONGOING RESCUE OPERATION FIGURES EXPECTED TO RISE. UNDRO CALCULATES DEATH TOLL OVER 800.

2. BAGUIO CITY REMAINS ISOLATED DUE IMPASSABLE NAGUILIAN ROAD IN REGION I: 4 BRIDGES COLLAPSED, 1 BRIDGE SUSTAINED CRACKS, 2 BRIDGES IMPASSABLE. IN REGION III: WATER TANK COLLAPSED, 2 BRIDGES COLLAPSED, 2 BRIDGES PARTIALLY DAMAGED, 3 ROADS SUSTAINED CRACKS.

3. AS ESTIMATED TOTAL OF 22,312 FAMILIES OR 114,017 PERSONS HAVE BEEN ADVERSELY AFFECTED. NUMEROUS PEOPLE REPORTED LIVING UNDER PROVISIONAL SHELTER IN BAGUIO WHERE WEATHER CONDITIONS NOW BAD WITH RAIN AND COLD NIGHTS.

4. UNDRO/UNDP CONVENED ON 19 JULY DONORS MEETING FOR INFO EXCHANGE AND CO-ORDINATION. UNDRO/UNDP AND WFP UNDERTAKING LOCAL PROCUREMENT OF RELIEF SUPPLIES, IE. FOOD ITEMS, CANNED FOOD, CLOTHING.

2. PARTIAL REPORT INDICATES THAT COST OF DAMAGES ESTIMATED AT 283 MILLION USD WITH ABOUT 63,527 HOUSES DAMAGED PARTIALLY OR TOTALLY. FIGURE EXPECTED TO RISE AS ASSESSMENT CONTINUES.

1. AS OF 29 JULY 1990 THE FOLLOWING UPDATE OF CASUALITIES IS REPORTED BY UNDRO/UNDP REPRESENTATIVE, DEATHS: 1,641, INJURED: 3,441, MISSING: 969. AN ESTIMATED TOTAL OF 247,280 FAMILIES OR 1,361,591 PERSONS HAVE BEEN ADVERSELY AFFECTED.

2. PARTIAL REPORT INDICATES THAT COST OF DAMAGES ESTIMATED AT 695 MILLION USD WITH ABOUT 87,000 HOUSES DAMAGED PARTIALLY OR TOTALLY.

3. SEVERE DAMAGE REPORTED TO INFRASTRUCTURE AND U.S. OFDA REPORTS SEVEN MAJOR BRIDGES DOWN IN PANGASINAN, LA UNION, AND ILOCOS SUR AND SIX BRIDGES COLLAPSED IN NUEVA ECIJA AND TARLAC. NAGUILAN ROAD NOW REOPENED.

4. UNDRO/UNDP REPRESENTATIVE ATTENDED ON 27 JULY DONORS MEETING HOSTED BY GOVT ON PROGRAM FOR RELIEF, REHABILITATION, RECONSTRUCTION AND DEVELOPMENT OF EARTHQUAKE AFFECTED AREAS. THE OBJECTIVES OF THE MEETING WAS:

A) TO SUMMARIZE THE EXTENT OF DAMAGE CAUSED BY THE EARTHQUAKE.

B) TO EXCHANGE VIEWS AMONG PARTICIPANTS ON MEASURES/ACTIVITIES THAT CAN BE TAKEN TO IMPLEMENT PROGRAM OF RELIEF, REHABILITATION AND RECONSTRUCTION.

C) TO PLAN FURTHER STEPS AND INITIATE MORE DETAILED CONSULTATIONS TO IMPLEMENT RECONSTRUCTION PROGRAM. GOVT INDICATED AT THREE PHASES NAMELY:


PHASE I
RESCUE AND RELIEF, TARGETED TO END 04 AUG WITH NATIONAL DISASTER CO-ORDINATING COUNCIL (NDCC) REGULATING THE ACTIVITIES.
PHASE II
REHABILITATION AND RECOVERY, TO START IMMEDIATELY AND IMPLEMENTATION OF MAXIMUM 90 DAYS. A SPECIAL REHABILITATION AND RECOVERY TASK FORCE FROM THE OFFICE OF THE PRESIDENT HEADED BY PRESIDENTIAL EXECUTIVE CO-ORDINATING SECRETARY FOR HUMAN RESOURCES JOSE DE JESUS WILL CO-ORDINATE IMPLEMENTATION OF QUICK GESTATION PROJECTS SUCH AS TEMPORARY SHELTERS, PREFAB SCHOOLS, PUBLIC MARKETS, ROAD REPAIR AND WATER SUPPLY.
PHASE III
RECONSTRUCTION AND DEVELOPMENT, TARGETED TO START 25 OCT AND ENVISAGED TO BE IMPLEMENTED BY THE EXISTING NEDA SYSTEM WITH THE ASSISTANCE OF REGIONAL DEVELOPMENT COUNCILS. NEDA IS TASKED TO PREPARE A RECONSTRUCTION AND DEVELOPMENT PROGRAM WITH STRESS ON PHYSICAL INFRASTRUCTURE PLANNING WHICH CAN BE USED AS BASIS FOR A RESOURCE MOBILIZATION PROGRAM WHICH FINANCE DEPT WILL PREPARE.

1. AS OF 03 AUG OFFICE OF CIVIL DEFENCE ADVISES THAT NO ADDITIONAL RELIEF GOODS NEEDED.

2. LATEST UPDATE OF CASUALITIES/DAMAGES REPORTS AS OF 03 AUG, DEATHS: 1,660. INJURED: 3,513. MISSING: 752. AN ESTIMATED TOTAL OF 283,087 FAMILIES OR 1,594,040 PERSONS HAVE BEEN ADVERSELY AFFECTED. ABOUT 98,574 HOUSES, 200 SCHOOLS 56 ROAD SECTIONS AND 30 BRIDGES PARTIALLY OR TOTALLY DAMAGED.

3. GOVT AGENCIES PREPARING REGUIREMENTS FOR REHABILITATION/ RECOVERY PHASE AS DESCRIBED IN UNDRO SITREP NO.6. INITIAL INFO FROM DEPT OF HEALTH IDENTIFIES FOLLOWING AREAS OF CONCERN: SANITARY FACILITIES, SUPPORT SERVICES FOR DISEASE CONTROL, HEALTH SERVICE DELIVERY PROGRAM AND HEALTH FACILITIES.

4. A RECONSTRUCTION AND DEVELOPMENT PROGRAM, TARGETED TO START 25 OCT, WILL BE PREPARED BY THE NATIONAL ECONOMIC DEVELOPMENT AUTHORITY (NEDA) AND IMPLEMENTED WITH THE ASSISTANCE OF REGIONAL DEVELOPMENT COUNCILS. THIS PROGRAM IS IDENTIFIED AS A PRIORITY ACTION TO BE ADDRESSED WITHIN THE INTERNATIONAL DECADE FOR NATURAL DISASTER REDUCTION (IDNDR). THE WORLD BANK PLANS TO FIELD A MISSION FROM MID-AUGUST TO MID-SEPTEMBER TO REVIEW DAMAGE ASSESSMENTS IN SEVERAL SECTORS AND FORMULATE A PROJECT IN THE OVERALL RECONSTRUCTION PROGRAM THAT NEDA IS PREPARING.
