On 23 August at 0.00 UTC, its centre was located about 20 km east-southeast of Palanan City (Isabela Province, Cagayan Valley Region), with maximum sustained winds of 111 km/h (tropical storm).

MA-ON is forecast to make landfall over the north-east of Cagayan Valley region, very close to Palanan City, during the morning of 23 August (UTC). Afterwards, it will cross northern Cagayan Valley, CAR and Ilocos regions, and will move over the northern South China Sea. It could reach the central-eastern coast of Guangdong Province (southern China) on 25 August.

On 23-24 August, heavy rain, strong winds and storm surge are forecast over most parts of northern Luzon where a severe tropical storm warning is in effect.
