I. SITUATION OVERVIEW

At 5:00 PM, the Low Pressure Area (LPA) East of Hinatuan, Surigao del Sur (inside the Philippine Area of Responsibility) developed into a tropical depression and was named "URDUJA". It has a maximum sustained winds of up to 55 kph near the center and gustiness of up to 65 kph as it moves in a north northwest direction at 6 kph.
At 10:00 PM, the center of Tropical Depression (TD) "URDUJA" was estimated as 415 km East Northeast of Hinatuan, Surigao del Sur.

At 11:00 AM, TD "URDUJA" maintained its strength as it continued to move in a north northwest direction.
"URDUJA" slightly changed its course as it continues to move close to Sorsogon-Northern Samar area around 5:00 PM. Tropical Cyclone Warning Signal (TOWS) No. 1 was raised over the Province of Eastern Samar.
At 11:00 PM, TCWS No. 1 was also issued in the Provinces of Northern Samar and Samar.

At 4:00 AM, the center of TO "URDUJA" was estimated at 175 km East of Guivari, Eastern Samar. It has a maximum sustained winds of up to 55 kph near the center and gustiness of up to 65 kph as it moves in a westward at 8 kph.
Expected to make landfall over Eastern Samar this evening or tomorrow morning. Estimated rainfall amount is from moderate to heavy within the 400 km diameter of the TD "URDUJA". Scattered to widespread rains is expected over Visayas and the regions of Bicol, CARAGA and Northern Mindanao within 24 hours.
At 8:00 AM, TCWS No. 1 is issued over the Provinces of Catanduanes, Camarines Sur, Albay, Sorsogon, Masbate, Romblon, Eastern Samar, Northern Samar, Samar, Biliran, Leyte, Southern Leyte, Northern Cebu, Capiz, Aklan, and Northern Iloilo.
At 2:00 PM, "URDUJA" has intensified into a Tropical Storm (TS) as it continues to threatens Samar Provinces. TCWS No. 2 was raised in Eastern Samar, Samar and Bilirari. TCWS No. 1 is still in effect in Catanduanes, Camarines Sur, Albay, Sorsogon, Masbate, Romblon, Northern Samar, Leyte, and Southern Leyte, Northern Cebu including Bantayan Island, Capiz, Akian and Northern Iloilo.
At 8:00 PM, TS "URDUJA" remains almost stationary and continues to bring damage over Eastern Visayas, TCWS No. 2 was also raised in Northern Samar. In addition, Burial and Ticao Islands in Masbate and Dinagat Islands were included in those areas under TCWS No. 1.

TS "URDUJA" has slightly intensified as it continues to move slowly off the eastern coast Samar Island. At 4:00 AM, the center of TS "URDUJA" was estimated based on all available data at 205 km East of Borongan City, Eastern Samar. It has maximum sustained winds of up to 75 kph near the center and gustiness of up to 90 kph. It is forecasted to move Northwest at 6 kph.
At 8:00 AM, TS "URDUJA" remains stationary off the coast of Eastern Samar. It is expected to make landfall over Northern Samar — Eastern Samar area between tomorrow morning and afternoon.
