Guidance Note: Minimum Expenditure Basket (MEB) and Cash Transfer Values (As of 31 October 2025)

1. Overview

This Guidance Note was updated in 2025, which was endorsed by the Humanitarian Country Team (HCT) on 14 August 2025. This provides the latest reference document for cash programming that outlines recommended transfer values for multi-purpose cash assistance (MPCA) and multi-sector cash assistance, covering two or more sectors within the minimum expenditure basket (MEB). This document formalizes the updated MEB tools, revised sector costs, MPCA values and regional poverty-threshold adjustments that were first applied in the 2024 floods and typhoons response. Additionally, included in this note are references to coordination with government and government cash transfers. The CWG members are encouraged to use this Guidance Note for MPCA and multi-sector cash assistance to ensure harmonization and coherence in response efforts. The parameters set herein will remain in effect, until revised and updated by the CWG and endorsed by the HCT.
