Introduction

The Philippines is one of the most disaster-prone countries globally, facing recurring hazards such as tropical cyclones, floods, earthquakes, and volcanic eruptions. These disasters disrupt lives, livelihoods and local economies, necessitating responsive and adaptive approaches to humanitarian assistance and recovery. In this context, Community Cash Grants (CCGs) have emerged as a locally led, flexible funding mechanism that empowers communities to identify their own priorities and implement solutions before, during, and after disasters.

Unlike cash and voucher assistance intended for individuals and households, CCGs are designed to support organized community groups, fostering community leadership, local collaboration, and collective decision-making. This approach aligns with the Filipino Bayanihan spirit, leveraging informal social protection systems, community solidarity, and existing mutual aid networks to enhance disaster preparedness, response, and recovery.

This Practice Note provides practical guidance on implementing CCGs within humanitarian response, recovery, and resilience-building efforts. It is primarily intended for CCGs in the Philippines but has lessons for practitioners implementing in other contexts. It is based on a wide range of field experiences, key lessons learned from implementing agencies, and reflections from a national learning event attended by 15 practitioners.
