I. Situation Overview
On 11 July 2023, a Low-Pressure Area (LPA) was estimated based on all available data at 575 km East of Virac, Catanduanes. The LPA developed into a Tropical Depression (TD) named “Dodong” on 13 July 2023. On 14 July 2023, TD “Dodong” made landfall in Dinapigue, Isabela. On the same day, the tropical depression turned North Northwestward over the Cagayan Valley and maintained its strength as it moved North Northwestward over the Northwestern Cagayan area. TD “Dodong” continued to accelerates while moving Westward over the coastal waters of Laoag, Ilocos Norte. On 15 July 2023, “Dodong” intensified into a Tropical Storm and exited the Philippine Area of Responsibility. On 17 July 2023 at 11:00 PM, PAGASA reported its final weather advisory that the effects of Southwest Monsoon have weakened.

II. Status of Affected Areas and Population
A total of 117,778 families or 451,398 persons are affected in 466 barangays in Regions I, III, CALABARZON, MIMAROPA, V, VI, VIII, X, and NCR (see Annex A).
III. Status of Displaced Population
a. Inside Evacuation Center
There are 445 families or 1,617 persons taking temporary shelter in 36 evacuation centers in Regions III, and CALABARZON (see Annex B).
b. Outside Evacuation Center
There are 32,380 families or 126,912 persons temporarily staying with their relatives or friends (see Annex C).
c. Total Displaced Population
There are 32,825 families or 128,529 persons still displaced in Regions I, III, and CALABARZON, VI (see Annex D).
IV. Damaged Houses
A total of 172 houses were damaged; of which, 27 are totally damaged and 145 are partially damaged in Regions I, III, VI and X (see Annex E).
V. Cost of Humanitarian Assistance Provided
A total of ₱31,123,654.83 worth of assistance was provided to the affected families; of which, ₱30,081,478.73 from DSWD and ₱1,042,176.10 from the Local Government Unit (LGU) (see Annex F).
