I. Situation Overview
On 16 November 2023, a landslide incident occurred in Brgy. Pong-on, Bontoc in the Province of Southern Leyte due to the effects of LPA and Shear Line.
On 17 November 2023, the effects of LPA and Shear Line were also reported in the Municipalities of Magarao, Camarines Sur, and San Miguel, Catanduanes. On the same day, several barangays in Ozamis City, Misamis Occidental also experienced flooding due to the effects of Shear Line.
On 20 November 2023, several municipalities in the provinces of Aklan and Capiz experienced flooding due to the effects of Shear Line.
On 21 November 2023, the provinces of Camarines Norte, Masbate, and Sorsogon in the Bicol Region and the provinces of Biliran, Eastern Samar, Northern Samar, Western Samar, and Southern Leyte in Eastern Visayas have reported the effects of Shear Line. On the same day, additional affected areas were reported in Western Visayas.
Issued on 25 November 2023 at 4PM, the Shear Line continuously affects the eastern section of Southern Luzon, the Northeast Monsoon continuously affects Northern and Central Luzon, and the Easterlies continuously affects Visayas and Mindanao.

II. Status of Affected Areas and Population
A total of 300,545 families or 1,201,142 persons are affected in 1,550 barangays in Regions V, VI, VII, VIII, and X (see Annex A).
