I. Situation Overview

On 21 July 2024, “Carina” intensified into a Severe Tropical Storm (STS) and Tropical Cyclone Wind Signal (TCWS) No. 1 was raised in several areas in Luzon. In addition, the Southwest Monsoon enhanced by "Carina" also brought moderate to intense rainfall over various localities in the western portion of Luzon.

On 22 July 2024, “Carina” intensified into Typhoon Category while moving northwestward over the Philippine Sea. The effects of "Carina" and the Southwest Monsoon were experienced in several municipalities in Bataan, Bulacan, and Pampanga in Central Luzon and Iloilo City in Western Visayas. In the Bicol Region, Locally Stranded Individuals (LSIs) have been reported at the Pasacao Port in Pasacao, Camarines Sur while a flooding incident was also experienced in Masbate City.

On 23 July 2024, Typhoon “Carina” continued to intensify while moving northward. The effects of "Carina" and the Southwest Monsoon were reported to be experienced in several provinces in the regions of Central Luzon, CALABARZON, MIMAROPA, and Central Visayas.

On 24 July 2024, “Carina” intensified into a Super Typhoon as it headed over Taiwan. The Ilocos Region and the Cordillera Administrative Region (CAR) also reported incidents due to the effects of “Carina" and the Southwest Monsoon.

On 25 July 2024, "Carina” weakened and exited the Philippine Area of Responsibility (PAR).

On 26 July 2024, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the Southwest Monsoon has also weakened.

II. Status of Affected Areas and Population

A total of 1,655,788 families or 6,057,858 persons are affected in 4,674 barangays in Regions NCR, I, II, III, CALABARZON, MIMAROPA, V, VI, VII, X, and CAR (see Annex A).
