I. Situation Overview
On 10 September 2024, the trough of Tropical Cyclone (TC) “Bebinca” (International Name) outside the Philippine Area of Responsibility (PAR) may have caused flash floods or landslides due to moderate to at times heavy rains in the Caraga and Davao Region. On 11 and 12 September, the effects of the trough of TC “Bebinca” and the Southwest Monsoon were continuously experienced in several parts of the country.
On 13 September 2024, Tropical Storm (TS) “Bebinca” entered PAR and was named “Ferdie” and continuously enhanced the Southwest Monsoon. On 14 September 2024,
TS “Ferdie” exited PAR.
On 15 September 2024, a Low Pressure Area (LPA) was estimated based on all available data at 440 km East of Casiguran, Aurora. On 16 September 2024 at around 5AM, the LPA developed into Tropical Depression (TD) “Gener”. On the same day at around 8AM, TD “Gener” slightly accelerated towards the mainland of Northern Luzon and by 11PM, TD “Gener” made landfall over Palanan, Isabela.
On 17 September 2024 at around 10PM, the center of TD “Gener” was estimated based on all available data at 355 km West of Bacnotan, La Union and is about to exit PAR. On the same day at 6:30 PM, Tropical Storm (TS) “Helen” entered PAR and continuously enhanced the Southwest Monsoon.
On 18 September 2024 at around 2AM, TD “Gener” exited PAR while TS “Helen” continued to move West Northwestward over the Philippine Sea. On the same day at around 5PM, TS “Helen” exited PAR.
On 20 September 2024, the LPA East of extreme Northern Luzon developed into TD “Igme”. On 21 September 2024 at around 4AM, TD “Igme” exited PAR.
On 22 September 2024, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the effects of the Southwest Monsoon had weakened.

II. Status of Affected Areas and Population
A total of 539,676 families or 1,901,187 persons are affected in 2,659 barangays in Regions I, II, III, MIMAROPA, V, VI, VII, VIII, IX, X, XI, XII, Caraga, CAR, and BARMM (see Annex A).
