I. Situation Overview
On 08 July 2024, the effects of Easterlies were reported in several municipalities in Region VII. Localized thunderstorms due to Easterlies brought intense rain showers accompanied by lightning and strong winds to the Cities of Mandaue and Lapu-Lapu, as well as the municipalities of Carmen, Catmon, Liloan, and Minglanilla in Cebu and Bindoy in Negros Oriental.
On the same day at 3:00 PM, a landslide incident occurred in Brgy. Linao, Minglanilla, Cebu. At 4:47 PM, the municipality of Bindoy, Negros Oriental experienced heavy rainfall which triggered landslides and flooding and led to significant damage to local infrastructures, residential properties, and casualties. At around 5:00 PM, a flooding incident occurred in the barangays of Corazon and Catmondaan in Catmon, Cebu. Also, a vehicle carrying several passengers was swept away by the strong river current in the Municipality of Liloan, Cebu at around 5:45 PM. In addition, gusty winds struck a barangay in Liloan, Cebu. Further, heavy to intense rains also caused a flooding incident in several barangays in Mandaue City. All of which resulted in the displacement of families and persons in the area.

II. Status of Affected Areas and Population
A total of 2,014 families or 6,222 persons are affected in nine (9) barangays in Region VII (see Annex A).
III. Status of Displaced Population
a. Inside Evacuation Center
There are 48 families or 189 persons currently taking temporary shelter at the Liloan Central School in Liloan, Cebu (see Annex B).
b. Outside Evacuation Center
There are 14 families or 46 persons temporarily staying with their relatives or friends (see Annex C).
c. Total Displaced Population
There are 62 families or 235 persons displaced in Region VII (see Annex D).
IV. Damaged Houses
A total of 125 houses were damaged; of which, 15 are totally damaged and 110 are partially damaged in Region VII (see Annex E).
V. Cost of Humanitarian Assistance Provided
A total of ₱864,790.00 worth of assistance was provided to the affected families; of which, ₱841,120.00 from DSWD and ₱23,670.00 from the Local Government Unit (LGU) (see Annex F).
