I. Situation Overview

On 17 July 2024 at 4:00 PM, the Low Pressure Area (LPA) inside the Philippine Area of Responsibility (PAR) was estimated based on all available data over the coastal waters of Guiuan, Eastern Samar. Cloudy skies with scattered rain showers and thunderstorms may have brought possible flash floods or landslides due to moderate to heavy rains in Bicol Region, Visayas, Caraga, Marinduque, and Romblon.

On the same day, continuous heavy rains were experienced in different parts of Capiz in Western Visayas including Maayon and President Roxas which caused flooding in low-lying areas, situated near river banks. Further, a mudslide incident gradually occurred in a barangay in Surigao del Norte affecting the nearby community due to heavy rainfall brought about by the LPA.

Moreover, municipalities in Northern Cebu were placed under a Red Warning Level due to heavy rainfall from the LPA, causing severe flooding and landslides in the affected areas.

The LPA continued to affect the country on 18 July 2024 causing flooding in all provinces of Eastern Visayas.

On 19 July 2024, MIMAROPA experienced significant rainfall that caused flooding and landslides in the provinces of Oriental Mindoro and Romblon. At 8:00 PM, the LPA over the West Philippine Sea, West of Batangas developed into a Tropical Depression (TD) and was named “Butchoy”.

TD “Butchoy” exited PAR on 20 July 2024.

II. Status of Affected Areas and Population

A total of 46,914 families or 141,634 persons are affected in 215 barangays in Regions MIMAROPA, VI, VII, VIII and Caraga (see Annex A).
