DSWD DROMIC Report #18 on the Effects of Southwest Monsoon, Tropical Storm "Ferdie", Tropical Depression "Gener", and Tropical Storm "Helen" as of 22 September 2024, 6AM

I. Situation Overview

On 11 September 2024, the effects of the trough of Tropical Cyclone “Bebinca” (International Name) outside the Philippine Area of Responsibility (PAR) and the Southwest Monsoon were experienced in several parts of the country.

On 13 September 2024, Tropical Storm (TS) “Bebinca” entered PAR and was named “Ferdie” and continuously enhanced the Southwest Monsoon. On 14 September 2024,
TS “Ferdie” exited PAR.

On 15 September 2024, a Low Pressure Area (LPA) was estimated based on all available data at 440 km East of Casiguran, Aurora. On 16 September 2024 at around 5AM, the LPA developed into Tropical Depression (TD) “Gener”. On the same day at around 8AM, TD “Gener” slightly accelerated towards the mainland of Northern Luzon and by 11PM, TD “Gener” made landfall over Palanan, Isabela.

On 17 September 2024 at around 10PM, the center of TD “Gener” was estimated based on all available data at 355 km West of Bacnotan, La Union and is about to exit PAR. On the same day at 6:30 PM, Tropical Storm (TS) “Helen” entered PAR and continuously enhanced the Southwest Monsoon.

On 18 September 2024 at around 2AM, TD “Gener” exited PAR while TS “Helen” continued to move West Northwestward over the Philippine Sea. On the same day at around 5PM, TS “Helen” exited PAR.

II. Status of Affected Areas and Population

A total of 507,242 families or 1,790,577 persons are affected in 2,306 barangays in Regions II, III, MIMAROPA, V, VI, VII, VIII, IX, X, XI, XII, Caraga, CAR, and BARMM (see Annex A).
