EXECUTIVE SUMMARY
On October 22nd, Tropical Cyclone (TC) Trami (local name: Kristine) brought heavy to intense rains across the Philippines, resulting in widespread flooding and landslides. Over the next six weeks a succession of five tropical cyclones hit the Philippines, ending with Super Typhoon Man-Yi (Pepito) in mid-late November, cumulatively affecting over 6 million people and displacing over 2.6 million people.
On 12 November 2024 the UN Humanitarian Country Team launched the 2024 Humanitarian Needs and Priorities to complement and support the government’s response to the typhoon-affected areas. This was revised on 5 December 2024, targeting 535,000 people for humanitarian assistance. As part of the HNP, the Cash Working Group (CWG) requested USD 5m to target 99,720 people with multi purpose cash assistance (MPCA) and multi-sector assistance.
The Cash Working Group has been the primary forum for cash coordination in the Philippines since 2012, and grew in members and funding considerably following Super Typhoon Haiyan (Yolanda). The CWG is currently co-chaired by the Philippines Red Cross and World Vision International, with an Inter-Agency CashCap Coordinator acting in a support and technical advisory role. The most common CVA modalities in the Philippines are multi-purpose cash assistance (MPCA), multi-sector assistance, and sectoral cash assistance.
This response report provides a snapshot of the response after 3 months of CVA programming by 10 CVA partners, and includes:
- A brief primer on CVA in the Philippines, including coordination, transfer values, and core modalities;
- An overview of the 2024 typhoon season and the succession of tropical cyclones that hit the country in five weeks;
- Details of the response coordination that took place immediately after the widespread floods and landslides caused by TC Trami (Kristine);
