Asia and the Pacific: Weekly Regional Humanitarian Snapshot (28 October - 3 November 2025)

AFGHANISTAN
A magnitude 6.3 earthquake struck northern Afghanistan in the early hours of 3 November, with an epicenter close to Mazar-e-Sharif, Balkh Province. The quake, which had a depth of 28 km, was most strongly felt in Balkh and Samangan provinces, and was also felt across different parts of the country, as well as in neighboring countries.. Preliminary reports coming in from area indicate at least 20 people have been killed (nine in Balkh, 11 in Samangan) and over 900 people injured, with numbers expected to rise as assessments continue. Rockfalls and landslides in Tangi Tashqurghan valley temporarily blocked the Balkh–Kabul highway, damaging vehicles and nearby shops. Provincial Disaster Management Committees (PDMCs) have convened in Balkh and Samangan provinces, while joint inter-agency assessment teams have been deployed to the worst-affected districts.

PHILIPPINES
On 4 November, Typhoon Kalmaegi (local name Tino) made landfall In Silago, Southern Leyte, with a peak intensity of 155 km/h. The storm, which intensified into a strong typhoon prior to landfall, affected more than 187,000 people across six regions in the country and has resulted in 1 death, according to the National Disaster risk Reduction and Management Council (NDRRMC). The storm made additional landfalls in Cebu, Guimaras and Negros Occidental as it passed through the country. In preparation for the storm, more than 77,000 people were pre-emptively evacuated from communities at risk. Multiple flooding incidents have been reported along the typhoon's path as it crossed multiple provinces in the Visayas region. At the time of reporting, most of the flood levels in affected areas have subsided. Currently 1,628 evacuation sites are in operation housing around 168,000 people. The storm is forecasted to make landfall in the province of Palawan before it exits the Philippine Area of Responsibility by 6 November. Typhoon Kalmaegi is the 20th tropical cyclone in the country this season.

MYANMAR
In Myanmar, civilians continue to bear the brunt of hostilities between the Myanmar Armed Forces and various non-state armed groups. In Rakhine State, artillery shelling reportedly struck a village in Pauktaw Township on 29 October, killing a child and injuring four other civilians. In Sagaing Region, airstrikes in Katha Township on the 29 October reportedly killed five civilians, including a child, and injured seven others. In Chin State, airstrikes in Mindat and Tedim townships on 27 and 28 October reportedly injured five civilians. In Magway Region, an airstrike in Pauk Township on 2 November reportedly injured five civilians, including a child. In Mandalay Region, attacks involving motorized paragliders in Mahlaing Township on 27 October reportedly injured two civilians and damaged several houses. As the human toll of the conflict continues to rise, the United Nations and humanitarian partners reiterate their call on all parties to the conflict to take all feasible measures to protect civilians and civilian infrastructure, in line with their obligations under international humanitarian law.

VIET NAM
On 31 October, floods and heavy rains across provinces and cities from Ha Tinh to Quang Ngai and Lam Dong resulted in 28 deaths), 6 people missing, and 43 people injured. According to preliminary reports, more than 133,000 houses were flooded, over 22,000 of which remain inundated. Agricultural losses are also significant, with floods affecting nearly 4,950 hectares of rice and crops, and over 800 hectares of fruit trees and other plantations. More than 22,000 livestock and poultry have died or been washed away. The Government has allocated and committed USD 9.7 million in support for localities affected by the floods and typhoons Bualoi, Matmo, and Fengshen. The Ministry of Agriculture and Environment, in coordination with local authorities, and international partners mobilized emergency aid including cash assistance, support for agricultural, hygiene and water kits, housing repair materials and livelihood recovery to affected communities. The Viet Nam Government and the United Nations launched a Joint Response which aims to reach 406,000 of the most vulnerable and affected people of them with direct assistance. A total of US$49.4 million is required to rapidly deliver these life-saving response activities over the next 6 months.
