PHILIPPINES

Typhoon Koppu (known locally as Lando) made landfall over the town of Casiguran in Aurora province in Central Luzon (Region III) as a Category 3 typhoon on 18 Oct. It slowed down significantly from 12 kph to 3 kph upon landfall and weakened to a Category 1 strength, packing maximum sustained winds of 150 kph near the center and gusts of up to 185 kph. As of 19 Oct, the National Disaster Risk Reduction and Management Council (NDRRMC) reported two deaths (a woman and a boy) and five injuries (three women and two boys). Some 104,000 people were evacuated across six regions in northern and central Luzon, of which about 56,000 people are in 255 evacuation centres managed by local authorities and another 49,000 people are with relatives and friends. Fifty-nine of the evacuation centres are schools.

Initial reports indicate damaged houses and toppled electricity and communication lines in the affected areas. Power is out in two cities and 22 towns. Widespread flooding is reported in three regions. The NDRRMC foresees emergency communications, food and non-food items and emergency shelter as priority needs. The Government of the Philippines is leading search and rescue, debris clearance and relief operation and has not requested international assistance. In-country humanitarian partners are on standby to provide assistance should there be a need to augment the national response.

COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS

More than 300 people, many of whom are still living in tents after Typhoon Soudelor in August, sought refuge in evacuation centers as Tropical Storm Champi approached the Marianas over the weekend.
So far most of the damage has been attributed to flooding and heavy rain, including 600mm which fell on Tinian island. As a result Tinian has sustained serious infrastructure damage including loss of water services to several villages.

VANUATU

Formal assessment teams are scheduled to be dispatched to drought affected regions of Vanuatu this week focused on identifying food security, water and sanitation needs. Food deliveries are already underway to 90,000 people who are suffering as crops fail because of low rainfall since Tropical Cyclone Pam in March.

Emergency Operations Centres are open in the provinces and the capital and a 12 month El Niño response plan is being finalized.
