ASEAN Weekly Disaster Update Week 23 | 2 - 8 June 2025

REGIONAL SUMMARY:

During the twenty-third week of 2025, the ASEAN region experienced a total of 18 disaster events, including floods, landslides, storms, and wind-related incidents, affecting several Member States—specifically Indonesia, the Philippines, and Viet Nam. In Indonesia, Badan Nasional Penanggulangan Bencana (BNPB) reported that several provinces were impacted, including West Java, North Maluku, Papua, South Sulawesi, Central Sulawesi, South Sumatra, and North Sumatra. The Philippines’ National Disaster Risk Reduction and Management Council (NDRRMC) recorded flooding and Landslides in Region III, IX, XI, and XII. Meanwhile, in Viet Nam, Viet Nam Disaster and Dyke Management Authority (VDDMA) reported storms, floods, and landslides across Ha Giang, Lao Chai, and Lai Chau.

HIGHLIGHT:

In the Philippines, beginning on 7 June 2025, the Zamboanga Peninsula experienced heavy rainfall associated with the Low-Pressure Area (LPA) and Southwest Monsoon, resulting in flooding across various areas of Zamboanga City and Zamboanga del Sur. Earlier, on 6 June 2025, the Davao Region encountered moderate to occasionally heavy rains brought by a LPA in combination with the Southwest Monsoon. This weather event impacted the province of Davao de Oro, triggering a landslide in Barangay Tagbaros, Maco. On the same day, flooding was reported in Sulop, Davao del Sur, also due to intense rainfall caused by the LPA and monsoon activity. According to NDRRMC, these weather-related incidents affected approximately 1.3K families (4.9K persons) and led to the displacement of residents across 16 evacuation centres in Regions IX and XI.

Additionally, updated impact information on the M7.7 Mandalay Earthquake in Myanmar, based on DDM Myanmar report as of 9 June at 18:30 hrs utc+7, indicates that a total of 3,740 fatalities have been recorded, with 66 individuals missing and 5,104 others injured. Approximately 506,069 people have been affected, including 18.2K displaced persons currently residing in 103 evacuation centres, and 265.1K individuals who have sought shelter with relatives. Reported damages include the approximately 11,993 houses (totally damaged) and over 39,977 houses (partially damaged), 2,604 schools, 789 hospitals, 5,856 religious buildings, 6,502 pagodas, as well as 10,669 offices and other buildings. The estimated economic losses are approximately USD 1.7 billion. Data collection and validation are ongoing.

HYDRO-METEO-CLIMATOLOGICAL:

For the past week, data from the ASEAN Specialised Meteorological Centre (ASMC) indicated medium to high 7-day average rainfall across the ASEAN Region, including Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. An area of convection (INVEST 92W) over the West Philippine Sea forecasted to move westward track over the next 2 days with steady intensification as the system continues to consolidate. The potential for the development of a significant tropical cyclone within the next 24 hours is Low (JTWC).

GEOPHYSICAL:

Two (2) significant earthquakes (M>5.0) were recorded by Indonesia’s Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) and the Philippine Institute of Volcanology and Seismology (PHIVOLCS). Mount Ibu (alert level II), Dukono (alert level II), Raung (alert level II), and Semeru (alert level II) in Indonesia, and Kanlaon (alert level 3), Taal (alert level 1), Mayon (alert level 1), and Bulusan (alert level 1) volcanoes in the Philippines reported recent volcanic activity according to Pusat Vulkanologi dan Mitigasi Bencana Geologi (PVMBG) and PHIVOLCS.

OUTLOOK:

According to the ASEAN Specialised Meteorological Centre (ASMC), for the coming week, wetter conditions are predicted over parts of the northern ASEAN region, in particular over central and eastern Mainland Southeast Asia and the Philippines, while warmer than usual temperatures are predicted over most of the southern ASEAN region. For the regional assessment of extreme weather events, there is a moderate increase in chance of very heavy rainfall occurring over central and northern Philippines, with a small increase in chance of such events over eastern Thailand, eastern Cambodia, and parts of southern Lao PDR. Additionally, there is a moderate increase in the chance of extreme heat conditions to occurs over most of the southern ASEAN region and northern Myanmar. ENSO neutral conditions are present.
