Peru - Violence and state of emergency in Lima-Callao (DG ECHO, ACLED, Media) (ECHO Daily Flash of 19 March 2025)

  • On 17 March, the President of Peru, Mrs. Lina Boluarte has declared a new state of emergency in Lima and Callao for 30 days. The National Army has been deployed to address the uprising surge of violence amid widespread outcry resulting from the killing on 16 March of the popular cumbia singer Paul Flores.
  • Authorities are enabled to restrict some rights, including freedom of assembly and movement. Apart from the attack against the popular singer, on 15 March, an object exploded at a restaurant in the capital, injuring at least 11 people.
  • Peru is facing an increase in killings, violent extortion and attacks on public places. In the first 11 days of January, 60 killings were registered, and for the first six weeks of the year the death toll stands at 459 violent killings.
  • The rise in security-related demonstrations reflects a notable deterioration in the country’s security situation. ACLED recorded 222 events of political violence in 2024. The government of Boluarte has failed to address the security crisis so far despite repeated temporary states of emergency declared throughout her government.
