On 29 August, the Peruvian Executive Branch requested special authority from Congress to legislate on matters such as citizen security and disaster risk management. Among potential measures to be taken, the Executive has indicated that it could modify the migratory legal framework to expand police powers and introduce the criminalisation of irregular entry or re-entry.

Regarding the regularization processes, as of 31 August the National Superintendency of Migration (SNM)reported over 68,300 enrolments for the Temporary Residence Permit (CPP) and some 78,100 amnesties of fines granted for visa overstays. However, over 25,500 issued CPPs have not yet been collected, of which more than 3,500 correspond to beneficiaries of the new regularization process. The reason for this may be a lack of clarity among participants on the procedure to check the status of their permit requests, difficulties in obtaining appointments to collect the CPP, and the distance between the applicant's home and the facilities issuing the CPP, among others.
