On 10 January, the Peruvian government issued a statement regarding Nicolás Maduro’s swearing-in ceremony for a third term as President of Venezuela, recognizing Edmundo Gonzalez as President-Elect. On 29 January, following a formal invitation from the Peruvian President, Mr. González travelled to Lima and met with the President and the Ministry of Foreign Affairs, who presented him with Peru’s highest distinction for services to the nation. During this visit, the Ombudsperson’s Office issued a public statement calling for increased resources for the Special Commission for Refugees to address pending asylum claims. Notably, Peru is the second-largest host country for Venezuelan refugees and migrants, with over 1.66 million individuals.

President Dina Boluarte appointed three new ministers on 31 January: José Salardi for Economy and Finance; Fanny Montellanos Carbajal for Women and Vulnerable Populations; and Leslie Urteaga for Development and Social Inclusion. Since assuming power in December 2022, the Boluarte Government has made changes to cabinet ministers approximately every 15 days. This frequent turnover has raised concerns about the government’s stability.

On 2 January, Ms. Janet Tello Gilardi was sworn in as President of the Judicial Branch for the 2025-2026 term, becoming the second woman to hold this position. Tello Gilardi has been a member of the International Association of Refugee and Migration Judges since 2019. Since 2021, UNHCR has collaborated with the Judiciary ́s Commission on Access to Justice to enhance capacities and foster compliance with international and regional standards on international protection in Peru.
