UNDRO SITUATION REPORT NO. 1

BELOW PLEASE FIND TEXT OF THE SECRETARY-GENERAL'S EMERGENCY APPEAL FOR DROUGHT IN PERU.

SITUATION

1. PERU IS SUFFERING FROM WIDESPREAD DROUGHT. THIS IS DUE TO PROLONGED DRY WEATHER SINCE PLANTING FROM SEPTEMBER 1989 AND UNUSUALLY SEVERE FROSTS/HAIL DURING 1989-1990 AGRICULTURAL YEAR. CROPS LOST AND LIVESTOCK ENDANGERED ACROSS THE COUNTRY. CRITICAL EFFECTS OF DROUGHT ON MALNUTRITION, HEALTH AND EMPLOYMENT COMPOUNDED BY SOCIAL AND ECONOMIC SITUATION.

2. SOME 2.2 MILLION SUBSISTENCE FARMERS AND PASTORALISTS IN HIGHLANDS AFFECTED. OUT OF 1.1 MILLION HECTARES PLANTED TO FOOD CROPS, SOME 48 PERCENT LOST/DAMAGED.

3. IN MARGINAL URBAN AREAS VULNERABLE GROUPS, PARTICULARLY EARLY AGE CHILDREN AND PREGNANT/LACTING MOTHERS, ARE FACING A DRASTICALLY REDUCED SUPPLY OF WATER FOR DRINKING AND OTHER PURPOSES.

4. DROUGHT EFFECTS EXPECTED TO AGGRAVATE IN THE COMING MONTHS, AS RESERVES WILL BE DEPLETED.

5. GOVERNMENT DECLARED AGRICULTURAL STATE OF EMERGENCY IN 79 PROVINCES (OUT OF 183) IN 13 DEPARTMENTS, AND APPEALED TO THE SECRETARY-GENERAL FOR INTERNATIONAL EMERGENCY ASSISTANCE.

A P P E A L

6. IN RESPONSE TO GOVERNMENTAL APPEAL AND AT THE SECRETARY-GENERAL'S REQUEST, AN INTERAGENCY MISSION LED BY UNDRO AND CONSISTING OF UNICEF, WFP, FAO AND WHO/PAHO ASSESSED FROM 14 TO 25 MAY 1990 DROUGHT NEEDS AND WAYS OF CHANNELLING AND DISTRIBUTING RELIEF SUPPLIES.

7. AFTER REVIEWING THE INTERAGENCY MISSION'S FINDINGS, THE SECRETARY GENERAL IS HEREBY APPEALING TO THE INTERNATIONAL COMMUNITY TO PROVIDE EMERGENCY ASSISTANCE TO DROUGHT VICTIMS IN PERU, ACCORDING TO PROGRAMME OUTLINED BELOW.

8. THE EMERGENCY PROGRAMME IS TO LAST SIX MONTHS, FROM 15 JUNE TO 15 DECEMBER 1990, AT A TOTAL COST OF US DLRS 85 MILLION.

9. ITS AIM IS TO PROVIDE FOOD, SEEDS, FERTILIZERS, ESSENTIAL DRUGS AND OTHER EMERGENCY AID TO SOME ONE MILLION MOST AFFECTED BENEFICIARIES IN RURAL AREAS IN THE HIGHLANDS, WITH A VIEW TO MEETING THEIR BASIC NEEDS AND ASSISTING THEM IN SMALL WATER AND SOIL CONSERVATION WORKS. IN ADDITION, SOME 320,000 VULNERABLE PERSONS IN MARGINAL URBAN AREAS (OUT OF WHICH 264,000 IN LIMA) WILL BE PROVIDED WITH SUPPLEMENTARY FEEDING, WATER AND OTHER RELIEF AID MAINLY THROUGH COMMUNITY-BASED ORGANIZATIONS.

10. REQUIREMENTS FOR THIS PROGRAMME WILL BE, MILLION OF US DLRS:

(59,372 MT OF CEREALS, 7,195 MT OF PULSES, 8,277 MT OF FISH, 11,515 MT OF VEGETABLE OIL AND 5,760 MT DRIED SKIMMED MILK) AT A CIF COST OF: - 64.7

INTERNAL TRANSPORT, STORAGE AND HANDLING - 4.0

II) WATER

(EMERGENCY TREATMENT, PROVISION OF COLLAPSIBLE WATER CONTAINERS, TRANSPORT TO AFFECTED AREAS) - 5.9

III) MEDICAL AID (ESSENTIAL DRUGS) - 1.0

IV) LOCAL PURCHASE AND DISTRIBUTION OF CEREAL SEEDS (WHEAT, MAIZE, BARLEY, QUINOA) - 3.4

V) EMERGENCY TREATMENT OF LIVESTOCK - 2.4

VI) FERTILIZERS FOR MOST AFFECTED POTATO CROPS - 2.5

11. OUT OF THE TOTAL AMOUNT OF US DLRS 85 MILLION, FOOD AID AND EMERGENCY WATER SUPPLY FOR LIMA ACCOUNT FOR US DLRS 19.5 MILLION.

12. THE ASSISTANCE PROGRAMME WILL BE EXECUTED BY A COMMITTEE LED BY CARITAS AND CONSISTING OF NON-GOVERNMENTAL ORGANIZATIONS, WHICH HAVE A CAPILLARY NETWORK IN AFFECTED AREAS, WITH THE SUPPORT OF CONCERNED GOVERNMENTAL INSTITUTIONS. THE PROGRAMME WILL BE CLOSELY CO-ORDINATED WITH CONCERNED UNITED NATIONS AGENCIES AND COMMUNITY-BASED ORGANIZATIONS.

13. 1. DROUGHT SITUATION IN PERU REMAINS CRITICAL.

2. LOW INCOME FARMERS IN HIGHLANDS DEPLETING THEIR RESERVES AND CONSUMING WHEAT, BARLEY AND POTATO SEEDS FOR NEXT AGRICULTURAL PLANTING SEASON. THOUSANDS HEADS LIVESTOCK, WHICH CONSTITUTE IMPORTANT SOURCE OF FOOD AND INCOME, DIED DUE TO COMBINATION OF LACK OF PASTURES AND UNUSUALLY LOW TEMPERATURES WITH SNOW STORMS.

3. MOST AFFECTED ARE DEPARTMENTS OF LAMBAYEQUE, LA LIBERTAD, CAJAMARCA, ANCASH, ICA, HUANCAVELICA, AYACUCHO, AREQUIPA, APURIMAC, CUSCO, PUNO, MOQUEGA AND TACNA AND URBAN CENTRES SUCH AS LIMA.

4. FOLLOWING AN UNDRO-LED INTER-AGENCY MISSION (CONSISTING ALSO OF UNICEF, WFP, FAO, WHO-PAHO, MISSION'S REPORT AVAILABLE WITH UNDRO), UNITED NATIONS SECRETARY-GENERAL ISSUED ON 8 JUNE 1990 INTERNATIONAL APPEAL FOR PROVISION OF FOOD, SEEDS AND TOOLS, MEDICAMENTS AND WATER, AT TOTAL COST OF USD 85 MILLION FOR SIX MONTHS (UNDRO SITUATION REPORT NO. 1 OF 8 JUNE 1990 REFERS).

5. CONTRIBUTIONS REPORTED TO UNDRO AGAINST SG'S APPEAL (EXCLUDING IN-KIND DONATIONS FOR WHICH NO VALUE WAS GIVEN) TOTAL SO FAR US DLRS 16.2 MILLION. BELOW ARE DETAILS BY DONOR.

6. WFP WILL PROVIDE ADDITIONAL 11,100 MT OF YELLOW SORGHUM AND 11,100 MT OF MAIZE TO VULNERABLE GROUPS INCLUDING DISPLACED PEOPLE IN URBAN AREAS, TO BE EXCHANGED FOR LOCALLY PRODUCED FOOD AT A TOTAL VALUE OF USDLRS 4 MILLION. FURTHERMORE, FOOD-FOR-WORK ASSISTANCE TO AFFECTED FARMERS IN THE HIGHLANDS WILL BE INCREASED FROM 3 TO 5 MILLION WORK DAYS IN 1990. HALF OF INTERNAL HANDLING AND TRANSPORT COSTS, I.E. USDLRS 305,100, WILL BE PAID ON EXCEPTIONAL BASIS. TOTAL WFP ASSISTANCE IN RESPONSE TO APPEAL ESTIMATED AT USDLRS 5.5 MILLION.

7. OTHER DONORS' RESPONSE TO APPEAL:

  • UNDRO: USD 30,000 EMERGENCY GRANT.
  • UNICEF/SPAIN: USD ONE MILLION FOR WATER AND MEDICAMENTS.
  • UNDP: USD 50,000 EMERGENCY GRANT.
  • GOVERNMENT OF CANADA: USD 213,675.
  • GOVERNMENT OF IRELAND: SOME USD 80,000 TO UNDRO FOR EMERGENCY NEEDS.
  • GOVERNMENT OF ISRAEL: MEDICAMENTS (800 KG.).
  • GOVERNMENT OF ITALY: APPROX. USD 8.6 MILLION FOOD AID (OF WHICH USD 1.2 MILLION BI-LATERALLY AND USD 7.4 MILLION THROUGH WFP).
  • GOVERNMENT OF SPAIN: USD 450,000 (OF WHICH USD 250,000 FOR PURCHASE AND SHIPMENT OF 50 MT FOOD AND MEDICAMENTS AND USD 200,000 TO CARITAS FOR PROJECT EXECUTION).
  • GOVERNMENT OF UK: USD 250,000.

8. 1. STEEP PRICE INCREASES AND OTHER INEVITABLE ECONOMIC ADJUSTMENT MEASURES COMPOUNDING DIFFICULTIES DROUGHT VICTIMS, WHICH INCLUDE LARGE SEGMENT LOW INCOME AND VULNERABLE POPULATION.

2. FOOD SITUATION IS TIGHT, DUE TO DROUGHT AND TO WHEAT IMPORTS LOWER THAN ANTICIPATED.

3. CALL FOR INTERNATIONAL ASSISTANCE AMOUNTING TO USD 85 MILLION IN FOOD, SEEDS, TOOLS, HEALTH AND SANITATION, AS OUTLINED IN UN SG'S APPEAL, IS HEREBY REITERATED.

4. SINCE LATEST DATE FOR SOWING NEXT HARVEST'S CROP IS NOW VERY NEAR, SEEDS, ESPECIALLY CASH FOR LOCAL PURCHASE OF SAME, ARE OF UTMOST PRIORITY.

A. SITUATION AND NEEDS

1. DUE TO MALNUTRITION, TUBERCULOSIS HAS ACQUIRED ALARMING PROPORTIONS IN MARGINAL URBAN AREAS AND DROUGHT AFFECTED AREAS. AS A RESULT OF MIGRATION TO CITIES, INCIDENCE OF LEISHMANIASIS INCREASED AND MORE THAN 15,000 PEOPLE NOW AFFECTED.

2. TECHNICAL COMMITTEES CONSISTING OF GOVERNMENT/NGOS/UNITED NATIONS WERE SET UP TO MONITOR IMPLEMENTATION OF DROUGHT EMERGENCY PROGRAMME IN FIELDS OF AGRICULTURE, FOOD, HEALTH, VETERINARY SERVICES AND LOGISTICS. AT THE LOCAL LEVEL, COMMITTEES WERE ESTABLISHED BY CARITAS WITH THE PARTICIPATION OF GOVERNMENTAL AND NON-GOVERNMENTAL REPRESENTATIVES.

3. SEEDS AND FERTILIZERS (MAINLY WHEAT, OATS, POTATOES, ONIONS, MAIZE AND GUANO) HAVE BEEN PURCHASED, TRANSPORTED AND DISTRIBUTED THROUGH CARITAS TO DROUGHT AFFECTED AREAS (32,260 HECTARES). 990 HEALTH KITS HAVE BEEN PROCURED.

4. DUE TO LATE ARRIVAL OF SOME CONTRIBUTIONS AND CONTINUING EMERGENCY NEEDS, EXTENSION OF DROUGHT EMERGENCY PROGRAMME FROM DECEMBER 1990 TO 31 MARCH 1991 IS BEING CONSIDERED.

5. TRIBUTE IS TO BE PAID TO EFFICIENT AND RESPONSIBLE MANAGEMENT OF FUNDS BY CARITAS AND GOVERNMENTAL AUTHORITIES INVOLVED IN PROGRAMME'S EXECUTION AS WELL AS OTHER NON-GOVERNMENTAL ORGANIZATIONS. DETAILS OF PROGRAMME AVAILABLE UPON REQUEST WITH UNDRO AND UNDP/UNDRO LIMA.

2. FOLLOWING AN UNDRO-LED INTER-AGENCY ASSESSMENT MISSION INCLUDING FAO, WHO/PAHO, UNICEF AND WFP, UNITED NATIONS SECRETARY-GENERAL ISSUED ON 8 JUNE 1990 APPEAL FOR SIX-MONTH DROUGHT EMERGENCY PROGRAMME, LATER EXTENDED UNTIL MARCH 1991.
