Response to heavy rains and floods in El Chaco, Paraguay - Situational Report No. 1 (9/04/2025)

More than 8,500 families have been affected by the floods in the departments of Boquerón and Alto Paraguay. These families, mostly indigenous, are located in the communities of Puerto Casado and Carmelo Peralta and other districts of Alto Paraguay, Santa Teresita, Macharety, San Agustín, Yasyendy (Jasyendy) de Pozo Hondo, La Patria, 10Cue, Santa Rosa, Ruta Picada 500, and other districts of Mariscal Estigarribia.

The situation is severe as they are underwater and isolated due to road closures, preventing access to food, potable water, and shelter.

In response to the humanitarian crisis, municipal, departmental, and national governments have declared a state of emergency in Alto Paraguay, Boquerón, and Villa Hayes.

Chaco Paraguayo: Some families remain in their flooded communities, some are isolated, while others have been relocated to a camp within a municipal property.

Boquerón: 8,000 inhabitants are completely underwater. The situation is complex due to the distance from urban centers, lack of passable roads, poverty, and extreme poverty, weak state presence in services, and lack of resources. (65 Manjui families or approximately 350 people, 450 families in Santa Teresita -approxsimaterly 2,250 people-, 180 families in Santa Rosa -900 people-, 900 families in Laguna Negra - 4,500 people-, and 70 families in Macharety - approximately 355 people

Alto Paraguay: There are places that are accessible only by tractors. The floods have worsened the situation, leaving 85 families without access.

Plan International in Paraguay has activated its humanitarian response, exploring the area to attend to the affected families.
