DHA/UNDRO INFORMATION REPORT NO.1
11 MAY 1992

1. AS RESULT OF FLOODING OF PARAGUAY RIVER, GOVT HAS DECLARED STATE OF EMERGENCY IN AFFECTED AREAS, NOTABLY TOWN OF CONCEPCION. 500 FAMILIES INITIALLY IDENTIFIED AS AFFECTED HAVE FOUND TEMPORARY SHELTER IN PUBLIC BUILDINGS/SCHOOLS. PRESIDENT OF REPUBLIC INSPECTED AFFECTED AREAS, WHERE RISING RIVER WATER LEVEL IS CAUSING CONCERN.

2. ACCORDING TO LOCAL REPORTS, GOVERNMENT APPEALING FOR INTERNATIONAL ASSISTANCE. DHA-UNDRO LIAISING WITH UNDRO/UNDP RESIDENT REPRESENTATIVE TO OBTAIN MORE PRECISE INFORMATION.

I. SITUATION

1. DUE TO CONTINUING RAINFALL PARAGUAY RIVER STILL RISING AND THREATENING TO REACH 1905 AND 1983 RECORD LEVELS. DEPARTMENTS AND AREAS AFFECTED: ALTO PARAGUAY, CONCEPCION, SAN PEDRO, BAJO CHACO, CENTRAL, NEEMBUCU AND ITAPUA (PARANA RIVER).

2. NATIONAL EMERGENCY COMMITTEE (NEC) REGISTERED A TOTAL OF 10,017 FAMILIES THAT HAD TO LEAVE THEIR HOUSES AND MOVE TO HIGHER GROUND. WEATHER FORECAST PREDICTS MORE RAINS AT LEAST UNTIL END OF MAY AND NUMBER OF AFFECTED PERSONS IS LIKELY TO RISE.

II. NATIONAL RESPONSE

3. NATIONAL EMERGENCY COMMITTEE (NEC), MINISTRY OF INTERIOR, IN CHARGE OF COORDINATING RELIEF. 2,900 FAMILIES ASSISTED BY NEC AS OF 14 MAY 1992 WITH RESOURCES MOBILIZED LOCALLY. LOCAL CONTRIBUTIONS AMOUNTING TO EQUIVALENT OF USD 415,800 REPORTED.

IV. COUNTRY-LEVEL INTERNATIONAL RESPONSE

4. US GOVERNMENT PROVIDED CASH GRANT THROUGH LOCAL EMBASSY OF USD 25,000 FOR LOCAL PURCHASE OF BLANKETS AND MEDICAMENTS AND TWO EXPERTS FROM US OFFICE FOR FOREIGN DISASTER ASSISTANCE (OFDA) TO ASSIST GOVERNMENT IN ASSESSING SITUATION.

5. DHA-UNDRO/UNDP RESIDENT REPRESENTATIVE IN CONTACT WITH GOVERNMENT AUTHORITIES AND MONITORING SITUATION IN CONSULTATION WITH UN DISASTER MANAGEMENT TEAM (UN-DMT).

V. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

4. ON 14 MAY 1992 NEC REQUESTED UN ASSISTANCE TO THE FLOOD VICTIMS. BASED ON INITIAL ASSESSMENT OF SITUATION, NEC IDENTIFIED AND QUANTIFIED NEEDS INDICATED BELOW. DHA-UNDRO APPEALING TO INTERNATIONAL COMMUNITY FOR URGENT CASH CONTRIBUTIONS TO MEET THESE NEEDS. ALL ITEMS LISTED ARE AVAILABLE FOR LOCAL PURCHASE. NEEDS FOR MEDICINES BEING EVALUATED IN CONSULTATION WITH PAHO.

SITUATION

1. LEVEL OF PARAGUAY RIVER IN ASUNCION INCREASED 21 CMS FROM SATURDAY 16 TO MONDAY 18 MAY 1992. SINCE THEN RIVER CONTINUES RISING BUT AT SLOWER PACE. SEVERAL TRIBUTARY RIVERS ALSO FLOODED.

2. FLOOD WATERS CAUSING SEVERE DAMAGE TO CROPS AND FARMLAND. CONSIDERABLE AMOUNT OF CATTLE AND DOMESTIC ANIMALS PERISHED.

3. NO DEATHS OR SEVERELY INJURED PERSONS REPORTED. OFFICIALLY REGISTERED NUMBER OF AFFECTED PERSONS INCREASED TO TOTAL OF 10,500 FAMILIES (APPROXIMATELY 52,000 PEOPLE). NATIONAL EMERGENCY COMMITTEE (NEC) INFORMED, HOWEVER, THAT THIS NUMBER DOES NOT INCLUDE VICTIMS LOCATED IN ISOLATED AREAS, SOME OF THEM IN SMALL COMMUNITIES ALONGSIDE TRIBUTARY RIVERS. LITTLE OR NO ASSISTANCE HAS REACHED THEM SO FAR. NEED FOR FOOD ASSISTANCE MIGHT ARISE AS PART OF AFFECTED POPULATION SUFFERED TOTAL LOSS OF LIVELIHOOD.

4. IFRC REPORTS THREAT OF CHOLERA AND DIARRHOEA AMONG AFFECTED POPULATION PARTICULARLY WITH RISK OF DISRUPTION TO THE SEWAGE SYSTEM.

COUNTRY-LEVEL NATIONAL AND INTERNATIONAL RESPONSE

5. DHA-UNDRO/UNDP RESIDENT REPRESENTATIVE VISITED MAIN AFFECTED AREAS AROUND ASUNCION AND REPORTS REMARKABLE SELF-HELP EFFORTS BY VICTIMS. TEMPORARY SHELTERS BEING BUILT WITH LOCALLY GATHERED MATERIALS.

6. IN VIEW OF LARGE NUMBER OF PRE-SCHOOL AGE CHILDREN AMONG VICTIMS, USE OF WFP STOCKS OF DRIED SKIMMED MILK IN PARAGUAY UNDER CONSIDERATION.

7. NATIONAL RED CROSS SOCIETY IS ASSISTING AFFECTED POPULATION MAINLY WITH FIRST AID AND IS PREPARING A SIXTY-DAY SUPPLEMENTARY FOOD PROGRAMME FOR FAR-OFF SITUATED VILLAGES. A CHOLERA PREVENTION PROGRAMME IS ALSO UNDER PREPARATION IN COORDINATION WITH MINISTRY OF HEALTH.

8. OFDA EXPERTS ARRIVING ASUNCION 21 MAY 1992 TO PROVIDE TECHNICAL ASSISTANCE TO GOVERNMENT. IFRC DELEGATE DISPATCHED TO CARRY OUT NEEDS ASSESSMENT.

SITUATION

PARAGUAY RIVER CONTINUES RISING IN ASUNCION. AREAS BELOW ASSUNCION ARE STILL THREATENED BY FURTHER FLOODING, HOWEVER A DECREASE IS BEING RECORDED AT RIVER'S SOURCE. OVER 12,000 FAMILIES ARE NOW AFFECTED. SIGNIFICANT LOCAL RELIEF SUPPORT IS EVIDENT, ESPECIALLY FROM PRIVATE SECTOR OF ASUNCION, BOTH IN CASH AND IN KIND. CONSTRUCTION MATERIAL, FOOD SUPPLIES, MEDICINES, CLOTHING AND BLANKETS ARE INCLUDED IN THIS LOCAL SUPPORT, WHICH AMOUNTS TO AN ESTIMATED VALUE OF OVER USD 500,000.

SITUATION

1. LEVEL MARKS OF PARAGUAY RIVER SHOWED ZERO INCREASE IN ASUNCION ON 5 JUNE 1992 AND, WITH FEW EXCEPTIONS, LEVEL OF RIVER CONTINUES DECREASING IN ALL ITS LENGTH. FORECASTS INDICATE, HOWEVER, THAT PARANA RIVER MIGHT REACH AGAIN RECORD LEVELS TOWARDS END OF THIS MONTH, WHICH WOULD WORSEN SITUATION PARTICULARLY IN DEPARTMENT OF NEEMBUCU.

2. NUMBER OF EVACUEES STILL 15,000 FAMILIES (APPROX. 75,000 PEOPLE). ASSISTANCE EFFORTS CONTINUE WITHOUT INTERRUPTION. LOCAL PRIVATE SECTOR CONTINUES MAKING SIGNIFICANT CONTRIBUTIONS MOSTLY IN KIND AND CONSISTING OF SHELTER MATERIALS, CLOTHES AND FOOD.

3. TOTAL AMOUNT OF CONTRIBUTIONS REPORTED FROM THE INTERNATIONAL COMMUNITY AMOUNT TO USD 1,839,555.

4. UNDP/DHA-UNDRO REPRESENTATIVE MONITORING SITUATION IN CLOSE CONTACT WITH GOVERNMENT AUTHORITIES.

SITUATION

1. UNDP/DHA-UNDRO RESIDENT REPRESENTATIVE REPORTS LEVELS OF PARAGUAY AND PARANA RIVERS STEADILY DECREASING ALONG ENTIRE LENGTH. IT IS EXPECTED THAT IN 1-2 MONTHS FLOOD VICTIMS WILL BE GRADUALLY MOVING TO THEIR HOMES. MEANWHILE ASSISTANCE EFFORTS CONTINUE, PRINCIPALLY DISTRIBUTION OF FOOD AND MEDICINES.

2. UNDP/DHA-UNDRO REPRESENTATIVE IN CONTACT WITH GOVT RE FINANCING TECHNICAL ASSISTANCE MISSION TO EVALUATE DAMAGE AND PREPARE COST-BENEFIT ESTIMATES FOR RECONSTRUCTION, FOR WHICH FUNDS WILL BE REQUIRED FROM INTERNATIONAL COMMUNITY.

3. TOTAL CONTRIBUTIONS REPORTED TO DHA-UNDRO FROM INTERNATIONAL COMMUNITY AMOUNT TO USD 2,065,927.
