UNDRO SITUATION REPORT NO. 1
14 FEBRUARY 1990

1. STARTING MID-JAN AND REACHING A PEAK IN EARLY FEB, RIVER PARANA OVERFLOWED ITS NORMAL LEVEL UP TO 15 M. AFFECTED AREAS ARE SITUATED IN DEPARTMENTS ITAPUA, MISIONES AND NEEMBUCU.

2. NUMBER OF PEOPLE IN AFFECTED AREAS ARE ESTIMATED AT 120,000. EMERGENCY ASSISTANCE REQUESTED FOR 6,000 MOTHERS AND CHILDREN.

3. GOVT HAS REQUESTED UNDRO TO LAUNCH AN APPEAL FOR THESE VICTIMS. MAJOR EMERGENCY NEEDS: FOOD AND HEALTH CARE.

4. WFP CONSIDERING TO PROVIDE BASIC RATIONS FOR 6,000 FOR THREE MONTHS FROM A DEVELOPMENT PROJECT CONSISTING OF MILK POWDER, WHEAT FLOUR AND SALT.

5. UNDRO IS LAUNCHING AN APPEAL FOR CASH CONTRIBUTIONS (USD 90,000) FOR LOCAL PURCHASE OF MAIZE FLOUR, VEGOIL, BEANS AND SUGAR (FOR NEEDS OF 6,000 FOR THREE MONTHS) TO COMPLEMENT WFP SUPPORT, AND (USD 40,000) FOR LOCAL PURCHASE TO COVER PRIMARY HEALTH CARE NEEDS (INCLUDING BASIC MEDICAL SUPPLIES FOR HEALTH CENTRES AND ENVIRONMENTAL HEALTH MEASURES). ADDITIONAL INFORMATION ON HEALTH NEEDS MAY BE OBTAINED FROM PAHO/WHO.

6. UNDRO IS GRANTING EMERGENCY CONTRIBUTION OF USD 15,000 TO MEET PART OF ABOVE NEEDS.

7. DONORS WISHING TO RESPOND TO THIS APPEAL BY MAKING CASH CONTRIBUTIONS THROUGH UNDRO ARE REQUESTED TO TRANSFER THEM TO LLOYDS BANK, 1, PLACE BEL AIR, 1211 GENEVA, UNOG TRUST FUNDS, ACCOUNT NO. 183 598 01 10, REF: FLOODS IN PARAGUAY.

8. CONTRIBUTIONS REPORTED TO UNDRO: GOVERMENTS OF UNITED KINGDOM (USD 4,000 FOR SOUP KITCHENS) AND UNITED STATES ( (A) USD 25,000 FOR PURCHASE OF FOOD, MEDICAL SUPPLIES AND TOOLS AND (B) CONTRIBUTION IN KIND OF HOSPITAL EQUIPMENT, MEDICAL SUPPLIES AND SLEEPING BAGS) AND RED CROSS (USD 22,000 FOR PURCHASE OF FOOD AND MEDICAL SUPPLIES).

1. PARANA RIVER REDUCED TO ALMOST NORMAL LEVEL. DRY AND WARM WEATHER HAS CONTRIBUTED TO ALLEVIATE LIVING CONDITIONS OF AFFECTED PEOPLE AND LESSENED NEED FOR SHELTER AND CLOTHING.

2. MOST SERIOUSLY DAMAGED AREAS LOCATED IN DEPARTMENTS OF NEEMBUCU AND MISIONES WHERE ALMOST ALL ASSISTANCE IS CONCENTRATED.

3. REMARKABLE SELF HELP ASSISTANCE PROVIDED BY GOVERNMENT INSTITUTIONS IN FORM CASH CONTRIBUTIONS AND IN KIND TO COVER IMMEDIATE NEEDS FOR FOOD, MEDICINES AND TEMPORARY SHELTER. MINISTRY OF PUBLIC HEALTH AND RED CROSS ARE FOR TIME BEING COVERING ALL NEEDS FOR BASIC MEDICAL SUPPLIES AND EQUIPMENT.

4. MOST WATER WELLS ARE CONTAMINATED BY FLOODS AND THE MOST SERIOUS HEALTH PROBLEM IN ALL EMERGENCY AREAS IS DIARRHOEA. PART OF UNDP CASH CONTRIBUTION WILL BE USED TO PURCHASE ONE ELECTRIC PUMP FOR A DEEP WELL TO BE DUG. AND 35 HAND PUMPS AND CHLORINE. THE REST OF UNDP FUNDS WILL BE MAINLY UTILIZED TO PROCURE FOOD SUPPLIES.

5. CONTRIBUTIONS REPORTED TO UNDRO: UNDP: US DLRS 30,000, WFP: BASIC RATIONS FOR 6000 PERSONS FOR THREE MONTHS (CF. PARA 4 IN SITREP NO 1, DATED 14 FEB.90), GOVERNMENTS OF FRANCE FF 100,000 (US DLRS 17,500),AND SPAIN (THROUGH RED CROSS) SWISS FR 5,000 (US DLRS 3,300).

6. THIS IS LAST SITUATION REPORT ON THIS DISASTER.
