The Papua New Guinea Government has asked for outside help to deal with thousands of people left homeless by volcanic eruptions.
A series of volcanic eruptions five years ago forced 15,000 people to flee their villages on Manam Island off PNG's north coast.
The villagers have been living in so-called care centres ever since, despite the formation of the Manam Resettlement Authority which was established to find them a permanent new home.
Chairman of the National Disaster Committee Manasupe Zurenuoc said the Authority hasn't done its job.
He said the national government is now seeking help from the United Nations.
"We've requested the UN to come in and assess the situation for us and suggest a way forward."
Mr Zurenuoc hopes to have a report based on the UN's advice by the end of June.
