PAPUA NEW GUINEA - VOLCANIC ERUPTION
DHA-GENEVA INFORMATION REPORT NO. 1
19 SEPTEMBER 1994

1. TWO VOLCANIC CONES ON OPPOSITE SHORES OF THE SIX-KILOMETRE-WIDE SEA-FILLED CRATER OF RABAUL VOLCANO IN EASTERN NEW BRITAIN BEGAN TO ERUPT ON THE MORNING OF 19 SEPTEMBER (LOCAL TIME). STRONG EXPLOSIONS HAVE SPREAD FUMES AND ASH OVER SURROUNDING AREAS INCLUDING THE WATERFRONT PROVINCIAL CAPITAL OF RABAUL AT THE HEAD OF THE BAY.

2. CONCERN EXISTS OVER POSSIBLE REPEAT OF 1937 ERUPTION IN WHICH OVER 500 PEOPLE DIED. TODAY'S ERUPTION WAS PRECEDED BY EARTHQUAKES OVER THE WEEKEND LEADING TO EVACUATION OF SOME 30,000 PEOPLE ACCORDING TO EMERGENCY PLAN. 60,000 - 70,000 LIVE IN AREA AFFECTED.

3. STATE OF EMERGENCY HAS BEEN DECLARED IN AREA OF RABAUL. SO FAR NO REPORTS ON CASUALTIES OR DAMAGE. AIRPORT OF RABAUL CLOSED.

4. MINISTER OF INTERIOR IS HEADING NATIONAL DISASTER AND EMERGENCY SERVICES. UNDP/DHA RESIDENT REPRESENTATIVE AND UNITED NATIONS DISASTER MANAGEMENT TEAM ARE IN CONSULTATION WITH THE GOVT REGARDING ANY NEED FOR HUMANITARIAN ASSISTANCE.

1. RECENT VOLCANIC ERUPTIONS HAVE LEFT 5-7 CM OF ASH IN TOWN RABAUL. FOR TIME BEING, VOLCANIC ACTIVITIES HAVE DECREASED BUT CONCERN OF FURTHER ERUPTIONS STILL REMAINS. ASH HAS SPREAD TO KIMBE TOWN ON WEST NEW BRITAIN AND TO TOWN POPONDETTA ON MAINLAND.

2. COMMUNICATION WITH RABAUL RESTRICTED TO RADIO COMMUNICATION. EMERGENCY FLIGHTS ONLY ALLOWED INTO ABANDONED AIRSTRIP AT TOKUA (SOUTH EAST OF RABAUL).

3. PRIME MINISTER HAS CARRIED OUT ON-SITE DAMAGE ASSESSMENT. IMMEDIATE RELIEF IS BEING PROVIDED. GOVT HAS ADDRESSED A PUBLIC REQUEST TO LOCAL ORGANIZATIONS AND INTERNATIONAL DONOR AGENCIES FOR RELIEF ASSISTANCE.

4. MINISTERIAL COMMITTEE HAS BEEN ESTABLISHED TO OVERSEE EMERGENCY OPERATIONS. DHA/UNDP RESIDENT REPRESENTATIVE AND UNITED NATIONS DISASTER MANAGEMENT TEAM ARE EXPLORING WITH GOVT POSSIBLE NEEDS FOR OUTSIDE ASSISTANCE.

1. SO FAR NO REPORTS OF CASUALTIES. 45,000 DISPLACED OF WHOM 25,000 NOW LOCATED IN KOKOPO AND THE REMAINDER AT KEREVAT AND NEARBY MISSION AND GOVERNMENT STATIONS.

2. SUPPLIES OF FOOD, CLOTHING, DRINKING WATER, FUEL, TENTS AND MEDICINES TRANSPORTED WITH ASSISTANCE FROM AUSTRALIAN GOVT.

3. POLICE AND ARMY PERSONNEL DISPATCHED FROM CAPITAL TO ASSIST IN RELIEF OPERATIONS. HELP ALSO GIVEN VERY GENEROUSLY FROM LOCAL NGOS, INTERNATIONAL AGENCIES, BUSINESSES AND GENERAL PUBLIC.

1. VOLCANIC ERUPTIONS REACHING THEIR PEAK ON MONDAY MORNING (LOCAL TIME) ARE DECLINING. ERUPTIVE COLUMNS REACHED HEIGHT OF 500 TO 2,000 METRES. ASH FALL IN RABAUL VARYING FROM 30 TO 70 CM HAS BEEN TURNED INTO MUD BY HEAVY RAINFALL.

2. MINISTERIAL COMMITTEE ON RABAUL DISASTER MET ON MORNING OF 22 SEPTEMBER (LOCAL TIME) WITH REPRESENTATIVES OF INTERNATIONAL COMMUNITY. PARTICIPATION INCLUDED DIRECTOR OF NATIONAL DISASTER AND EMERGENCY SERVICES, MINISTER OF STATE AFFAIRS AND ADMINISTRATIVE SERVICES AND MINISTER OF VILLAGE SERVICES.

3. TOTAL OF 53,000 PEOPLE DISPLACED ARE TAKEN CARE OF IN FIVE MAIN CENTRES (KOKOPO, BITAPAKA, LIVUAN, VUNAMAMI AND VUDAL) AND OTHER SMALLER CENTRES. ONLY TWO CASUALTIES HAVE BEEN REPORTED.

4. COMMUNICATIONS WITH RABAUL STILL INTERRUPTED. TELEPHONE CONNECTION WITH KOKOPO (NORTHEAST OF RABAUL) FUNCTIONING. ALL CARE CENTRES ARE SUPPLIED WITH ELECTRICITY. TOKUA AIRSTRIP BEING UPGRADED BY NATIONAL DEFENCE FORCE.

5. FOR TIME BEING, CARE CENTRES HAVE ENOUGH FRESH DRINKING WATER AND WATER CONTAINERS. THERE WILL HOWEVER BE MORE NEED FOR THESE TWO ITEMS AND FOR FOOD, CLOTHING AND MEDICINES.

6 DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH A WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

1. CITIZENS' RETURN TO RABAUL NOT YET POSSIBLE. DAILY RE-ENTRIES PERMITTED TO ENABLE INDIVIDUALS TO RETRIEVE BELONGINGS. FOOD DISTRIBUTION TO COMMUNITY CENTRES REPORTED TO BE SATISFACTORY.

2. COMMUNICATIONS WITH RABAUL AREA STILL DISRUPTED. JOINT GOVT/UNDP/UNICEF ASSESSMENT TEAM LEAVING FROM CAPITAL ON WEDNESDAY 28 SEPTEMBER TO IDENTIFY OUTSTANDING RELIEF NEEDS.

1. JOINT GOVT/UNDP/UNICEF TEAM ON-SITE MISSION ON 28 SEPT REPORTS DISASTER-AFFECTED AREA COVERED BY ASH (UPT TO 80CM OF ASHFALL ACCUMULATION). ASH IN THE AIR LEADS TO LOW VISIBILITY.

2. NATIONAL IMPLEMENTATION OF EVACUATION HAS PROVEN VERY EFFECTIVE WITH ONLY 4 DEAD.

3. ARMY RATIONS DISTRIBUTED TO 40,000 - 45,000 EVACUEES IN EVACUATION CENTRES. NO REPORTS OF DISEASE OUTBREAK.

4. UNITED NATIONS DISASTER MANAGEMENT TEAM IS CONSULTING WITH GOVT CONCERNING THE NEED FOR CONTINUED EMERGENCY ASSISTANCE TO THE EVACUEES.

1. JOINT GOVT/UNDP/UNICEF TEAM ON-SITE MISSION ON 28 SEPT REPORTS THAT INCLUDING LOCAL COMMUNITIES PROVIDING SUPPORT TO EVACUEES THERE IS AN ESTIMATED 100,000 PEOPLE IN NEED OF EMERGENCY ASSISTANCE. ASSISTANCE IS RENDERED BY DEFENCE FORCE, RED CROSS AND CATHOLIC CHURCH.

2. SHELTERS HAVE SHORTAGE OF WATER SUPPLY AND SANITATION FACILITIES

3. UNTIL QUANTIFIED REQUIREMENTS HAVE BEEN ANNOUNCED BY GOVT, FOLLOWING CATEGORIES OF RELIEF SUPPLIES CAN BE GIVEN AS GUIDANCE FOR OUTSIDE EMERGENCY ASSISTANCE: CLOTHING FOR WOMEN AND CHILDREN, SOAP, HOUSEHOLD UTENSILS, 20-LITRE WATER CONTAINERS, WATER PURIFICATION TABLETS, BREATHING MASKS, HEALTH KITS, PLASTIC MATS (FAMILY SIZE), MOSQUITO NETS (FAMILY SIZE) AND CANVAS SHEETS (TWENTY INCHES BY TWENTY INCHES).

4. AS FOR MEDICAL NEEDS, DHA RECOMMENDS CONTACT WITH WHO (EMERGENCY DIVISION, MR. CHAND, FAX: +41 22 7914844) PRIOR TO DECISION ON DONATION.
