1. Background & Context
Between 14–15 August 2025, unprecedented cloudbursts and intense monsoon rains triggered severe flash floods across multiple districts of Khyber Pakhtunkhwa (KP). Buner was the worst-affected district, with catastrophic loss of life and large-scale displacement. Water overflowed, sweeping away villages, homes, bridges, agricultural land, and livelihoods. According to the Provincial Disaster Management Authority (PDMA) update of 20 August 2025, Buner alone recorded 228 deaths, 120 injured, and 3,868 cattle perished. Damage included 162 fully destroyed houses and 575 partially damaged houses, alongside 29 schools and 14 health facilities (PDMA 2025). The overall toll in KP stands at 337 deaths across Buner, Shangla, Swabi, Mansehra, Bajaur, Swat, Lower Dir, and Battagram. Within 48 hours SPO conducted a Rapid Needs Assessment (RNA) in district Buner, covering Qadar Nagar, Malik Pur, and Beshunai (Tehsil Gadezai), and Pacha Kalay, Pir Baba, Ghazikhanai, Mohalla Kanra, Dokada, Mora, Koza Hujra, Sultan Das, Bara Hujra, and Kanra Baba (Tehsil Dagar). Immediate food support was also extended to the most vulnerable families.
