Summary

The present report is submitted pursuant to General Assembly resolution 77/1, entitled “Solidarity with and support for the Government and people of Pakistan and strengthening of emergency relief, rehabilitation, reconstruction and prevention in the wake of the recent devastating floods”, adopted on 7 October 2022, in which the Assembly requested the Secretary-General to provide an update on the implementation of the resolution, followed by a full report during its seventy-eighth session.

The report contains details of United Nations support for the response of the Government of Pakistan to the unprecedented flooding that occurred in the country between June and August 2022. It covers the initial humanitarian efforts and the development of key frameworks such as the Resilient Recovery, Rehabilitation and Reconstruction Framework and provincial initiatives led by the Government of Pakistan. It provides a description of the mechanisms established for the coordination and oversight of the response, including the International Partners Support Group and others facilitated by the United Nations Development Programme and the World Bank. The report also sets out the way forward, emphasizing investments in climate financing and ecological restoration to prevent future disasters.

I. Introduction

1. On 7 October 2022, the General Assembly adopted resolution 77/1, in which it requested the Secretary-General to provide an update on the implementation of the resolution in the second quarter of 2023, and a full report at its seventy-eighth session. The present report is submitted pursuant to that request and provides details of the relief, rehabilitation, reconstruction and prevention activities undertaken following the floods in Pakistan in 2022.

On 27 September 2023, the President of the General Assembly convened an informal meeting, at which the Secretary-General provided an oral briefing to Member States on the progress made on relief efforts, as well as reconstruction and prevention measures. The Secretary-General called on donors and international financial institutions to make good on the commitments that they had made. In addition, he underscored that no one could afford a climate breakdown and that the international system must support vulnerable countries. Representatives of the United Nations Development Programme (UNDP), the Office for the Coordination of Humanitarian Affairs and the United Nations Children’s Fund (UNICEF) also gave briefings to Member States. The representative of Pakistan provided an update on activities undertaken in response to the floods in 2022. Member States, as well as the European Union and representatives of the World Bank, the International Monetary Fund and other United Nations entities, also participated in the meeting, expressing solidarity with Pakistan and discussing contributions to humanitarian and development efforts, including pledges made at the International Conference on Climate Resilient Pakistan in January 2023, co-hosted by the Government of Pakistan and the United Nations.

The report covers the period from August 2022 to 31 December 2023 and provides an update on the damage caused by the floods in 2022, utilizing reporting from the Office for the Coordination of Humanitarian Affairs and the post-disaster needs assessment. Reporting on the flood response includes the initial humanitarian efforts, the development of key frameworks such as the Resilient Recovery, Rehabilitation and Reconstruction Framework and provincial downstream initiatives led by the Government of Pakistan. The report also provides a description of institutional mechanisms set up for coordination and oversight of the response, including the International Partners Support Group and others facilitated by UNDP and the World Bank. The report sets out the way forward, emphasizing investments in climate financing and ecological restoration to prevent future disasters.

4. The report was compiled through consultative processes with inputs from the United Nations country team in Pakistan, coordinated through the Resident Coordinator Office. It includes the information provided by the Ministry of Economic Affairs and the Ministry of Planning, Development and Special Initiatives of Pakistan presented at the International Partners Support Group meeting in Islamabad on 31 January 2024.
