SUMMARY OF THE EARLY ACTION PROTOCOL

The IFRC Disaster Response Emergency Fund (DREF) has allocated CHF 829,824 for the implementation of anticipatory actions to reduce and mitigate the impact of riverine floods in Pakistan.

This Early Action Protocol (EAP) includes an allocation of CHF 272,263 to preposition stock and CHF 177,152 to undertake annual readiness activities to implement early actions, and CHF 380,409, automatically allocated to implement early actions once the defined triggers are met.

The early actions have been pre-agreed with the National Society and are described in the EAP Summary.

This report summarizes the annual readiness and prepositioning activities undertaken during the reporting period of September to December 2025. It also includes any changes or updates made to the initially agreed plan.

During the reporting period (September to December 2025), the Pakistan Red Crescent Society (PRCS) and the IFRC signed a five-year Project Funding Agreement (PFA) to operationalize the EAP for the Indus River and its major tributaries. This agreement provides a structured framework for anticipatory actions, enabling timely interventions to mitigate flood risks and safeguard vulnerable communities across the high-risk districts of Khyber Pakhtunkhwa (KP), Punjab, and Sindh.

Furthermore, the PRCS has initiated a Memorandum of Understanding (MoU) with the Benazir Income Support Programme (BISP) and the National Socio-Economic Registry (NSER) to access data on vulnerable households along the Indus River. This collaboration will support targeted cash transfers and other pre-approved early actions.

Staff at the Provincial Headquarters (PHQs) in KP, Punjab, and Sindh have been assigned additional responsibilities to facilitate the effective implementation of the EAP.

Additionally, a summarized version of the EAP has been prepared and shared with the IFRC and German Red Cross (GRC) for their technical review ahead of the final printing. This summary will serve as a concise and accessible reference for key stakeholders, including PRCS staff, partners, and local authorities, to understand the operational strategy of the Indus River EAP, which will ultimately lead to better understanding and successful implementation in case of a trigger.

The key challenges included minor delays in the initiation and implementation of EAP activities due to the late signing of the project funding agreement, delays in cash processing and fund transfers to Provincial Headquarters, and the pending transfer of funds from IFRC, which also affected procurement processes.
