DHA-GENEVA INFORMATION REPORT NO.1

SITUATION

1. MONSOON RAINS STARTING ON 7 JULY 1993 IN NORTHERN RAJASTHAN (INDIA). ALSO HIT PUNJAB, KASHMIR AND NORTH-WEST FRONTIER PROVINCE IN PAKISTAN. THE RAINS IN THE UPPER CATCHMENTS OF RIVERS SUTLEJ, RAVI AND CHENAB STARTED ON 8 JULY AND CONTINUED UNTIL 10 JULY 1993 CAUSING SUDDEN RISE
IN WATER LEVELS AND HEAVY FLOODING IN SOME AREAS.

2. ACCORDING TO UNCONFIRMED PRELIMINARY REPORTS, THE FLOODS IN PUNJAB PROVINCE KILLED 3 PERSONS AND AFFECTED AN ESTIMATED 116,000 PERSONS IN 217 VILLAGES IN THE DISTRICTS OF NAROWAL (98), SIALKOT (98), KASUR (17) AND LAHORE (4). 593 HOUSES AND OVER 528 ACRES OF CROPS DAMAGED.

NATIONAL RESPONSE

3. TWENTY-ONE RELIEF CAMPS HAVE BEEN ESTABLISHED IN THE FLOOD AFFECTED AREAS, WHERE SOCIAL AND VOLUNTARY ORGANIZATIONS ARE ASSISTING THE LOCAL ADMINISTRATION IN THE RELIEF EFFORT. ARMY HAS BEEN DEPLOYED FOR RESCUE OPERATIONS AND EVACUATION OF PEOPLE. ARRANGEMENTS FOR PROVIDING TEMPORARY SHELTER, FOOD, MEDICINES, MEDICAL CARE AND CONTROL OF DISEASES HAVE BEEN MADE. CIVIL ADMINISTRATION HAS TAKEN ALL FLOOD SAFETY MEASURES IN THE AREAS THREATENED OR AFFECTED BY FLOODS.

4. UN/DHA RESIDENT COORDINATOR MONITORING SITUATION IN CLOSE CONSULTATION WITH GOVERNMENT. TO DATE, NO REQUEST FOR INTERNATIONAL ASSISTANCE HAS BEEN RECEIVED.

SITUATION

MONSOON

1. FOLLOWING MONSOON RAINS WHICH BEGAN 7 JULY 93, LATEST DAMAGE REPORTED BY EMERGENCY RELIEF CELL (ERC), CABINET DIVISION, GOVT OF PAKISTAN, PERTAINING TO 15 DISTRICTS OF PUNJAB PROVINCE (NAMELY LAHORE, KASUR, GUJRANWALA, SIALKOT, NAROWAL, FAISALABAD, MULTAN, KHANEWAL, LODHRAN, MUZAFFARGARH, RAJANPUR, SHEIKHUPURA, RAHIMYARKHAN, JHANG AND BHAWALNAGAR) IS AS FOLLOWS:

  • PERSONS DEAD: 15
  • PERSONS AFFECTED: 261,295
  • VILLAGES AFFECTED: 1,328
  • LAND AFFECTED: 798,315 ACRES
  • CROPS AFFECTED: 164,340 ACRES
  • HOUSES DEMOLISHED: 413
  • HOUSES DAMAGED: 667

2. BASED ON WEATHER CONDITIONS PRIOR TO MONSOON SEASON, PAKISTAN METEOROLOGICAL DEPT PREDICTED 10 TO 25 PERCENT ABOVE AVERAGE RAINFALL FOR JULY-SEPTEMBER 93.

LOCUSTS

3. DEPT OF PLANT PROTECTION OF MINISTRY OF FOOD AND AGRICULTURE (MINFA) REPORTED THAT BETWEEN 11 AND 24 JULY ABOUT 21 MATURING SWARMS OF DESERT LOCUSTS ENTERED PAKISTAN FROM LARGE-SCALE BREEDING LOCATIONS IN YEMEN AND SAUDI ARABIA. THESE SWARMS SPLIT INTO SMALLER GROUPS AND SPREAD OVER VAST AREAS OF THARPARKAR AND CHOLISTAN WHERE THEY HAVE STARTED BREEDING. RECENT WIDESPREAD RAINS HAVE BEEN CONDUCIVE TO THEIR HATCHING.

NATIONAL AND INTERNATIONAL RESPONSE

4. 111 RELIEF CAMPS HAVE BEEN ESTABLISHED THROUGHOUT ALL AFFECTED DISTRICTS, WHERE LOCAL ADMINISTRATIONS ARE PROVIDING RELIEF ASSISTANCE TO RAIN/FLOOD VICTIMS WITH HELP OF SOCIAL AND VOLUNTARY ORGANIZATIONS. SO FAR THERE HAVE BEEN NO REPORTS ON SPREAD OF ANY EPIDEMICS.

LOCUSTS

5. FAO/UNDP ARE IN CONTACT WITH GOVT OF PAKISTAN TO ORGANIZE PREVENTIVE MEASURES. RESOURCES AVAILABLE WITH DEPT OF PLANT PROTECTION, MINFA, WILL PROBABLY NOT BE SUFFICIENT FOR THE LARGE-SCALE OPERATIONS THAT WILL BE REQUIRED. GOVT HAS ASKED FAO TO PROVIDE VEHICLES/EQUIPMENT/PESTICIDES ESTIMATED AT USD 4.2 MILLION.
