Context
The Government of Pakistan publicly announced on 7 March 2025 the resumption of the “Illegal Foreigners Repatriation Plan" (IFRP) to include all Afghan Citizenship Card (ACC) holders who should voluntarily return to Afghanistan by 31 March 2025 or face deportation as of 1 April 2025.
More than 118,400 Afghans have returned to Afghanistan from Pakistan from 1 to 23 April. The majority of returns in April 2025 are Undocumented (72%), followed by ACC holders (23%) and Proof of Registration (PoR) card holders (5%).
April deportation levels (25,600) have now surpassed November 2023.
In April, some 18,800 have been arrested and detained, representing 84% of the 2025 overall and almost doubling last year’s. Most of the arrests and detentions took place in Punjab province, followed by Balochistan.
