Informing climate resilience in Shangla & Buner with lessons learned from past investments

These reports synthesize critical lessons from past and ongoing climate resilience and early warning investments in the high-risk districts of Shangla and Buner, Khyber Pakhtunkhwa (KP).

The analysis identifies systemic gaps undermining current EWS performance, including fragmented monitoring networks, weak last-mile dissemination channels, limited institutional coordination, and underlying environmental drivers. Addressing these challenges is essential for building a reliable, government-owned system capable of protecting vulnerable communities from intensifying climate risks.

At the same time, the review of climate resilience investments highlights both successes and shortcomings, offering evidence-based insights into what has worked, what has not, and why. These findings provide practical guidance for enhancing the effectiveness, coordination, and sustainability of climate risk management efforts.

Together, the two reports outline a clear, actionable pathway for establishing an integrated, end-to-end EWS that improves monitoring, forecasting, warning dissemination, and early action, while also strengthening the broader climate resilience agenda in KP.
