1. Situation update:

1.1 Many villages and towns in remote mountainous areas are completely destroyed. This has caused colossal loss of life and property. The death toll of 15 Oct was 38.000, and more than 65.000 need urgent medical attention. An estimated 3.3 million people have lost their homes.

1.2 Following a formal request for disaster assistance from Pakistan on 10 October 2005, NATO North Atlantic Council (NAC) on 11 October 2005 approved a strategic air bridge for transportation of urgently required relief assets from EAPC nations to Pakistan. Senior Civil Emergency Planning Committee (SCEPC) in EAPC format endorsed the EADRCC involvement in the support to Pakistan.

1.3 As of 14 October 2005, 35 EAPC nations have offered assistance to Pakistan on a bilateral basis, through NATO / EADRCC, through the EU Civil Protection Mechanism, through UN OCHA or other international organizations. The Pakistan authorities originally requested SAR teams. This request received significant response. Teams from 20 EAPC nations (Azerbaijan, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Netherlands, Poland, Russia, Spain, Sweden, Switzerland, Turkey, United Kingdom and United States) are operating in Pakistan. The Pakistani authorities have meanwhile informed that SAR teams are no longer required.

1.4 The first NATO cargo flight (B 707) with donations from Slovenia left for Pakistan on 12 October 05 and has arrived Islamabad, Pakistan on 14 October 05 at 05:00 (local). A military liaison team from SHAPE and JC Lisbon travelling on this flight is setting up offices at the UK High Commission in Islamabad.

1.5 The next NATO cargo flight (AN-124) is scheduled to leave from Gothenburg, Sweden on Saturday, 15 October 05 with a base camp module for 60 persons and other humanitarian aid provided by Sweden. ETA Pakistan Sunday, 16 October 05 at 09:00 (local).

1.6 EAPC nations are invited to utilise this Alliance transportation capability in order to expeditiously move the assistance to Pakistan. The nations are requested to inform whether they will put their aid through the NATO-offered movement system.

1.7 SHAPE Allied Movement Coordination Centre (AMCC) has designated Ramstein Airbase (AB), Germany as the European hub for the NATO air-bridge. Nations are requested to transport their accepted donations to AB Ramstein by road for onward movement. In order to schedule the arrival of country-donations to AB Ramstein in an orderly manner to fit in with storage and onward air transport capacity, we need to have information on when you will be able to begin land transportation. When receiving your information, the EADRCC will plan for time-schedule in order to give each country a time of arrival at AB Ramstein.

1.8 The nations willing to use the Alliance transportation capability are kindly asked to provide the following essential planning data by e-mail to the EADRCC:.

a. Nature of the item(s) to be shipped, e.g. tents, pumps, blankets etc...

b. Weight in kilograms

c. Volume in metric

d. Dimensions in metric

e. Type of packaging e.g. bales, rolls, boxes, etc

f. Whether palletised or not. If palletised, specify the type of pallet(s) e.g. Europallets or...etc

g. If dangerous good e.g. HAZMAT etc

h. Where ( location ) available for pick up and when ( specify the Date/Time/Group i.e. DTG) in GMT

i. Is the shipper willing to move the items to be shipped to the designated point of loading?

j. Specify any other special instructions

k. Specify a telephone of Point of Contact (POC), and if possible an alternative POC and the name of the person completing this questionnaire.

NOTE: It is important that each one of the 11 lines of the above questionnaire be completed. Please indicate NO if the answer is negative.

1.9 Nations are also invited to contribute airlift capability to NATO in order to expedite transportation of disaster relief from EAPC nations to Pakistan. 1.10 NB!! -The Pakistan authorities have emphasised the need for winterised tents as a top priority because it has started snowing in parts of the disaster areas. NB!!
