1. Situation update:
International relief efforts continue
in Pakistan providing shelter, food and limited health care to the survivors
of the 8 October earthquake. Officials fear that coming winter could claim
more lives unless tents, blankets and stoves are provided to estimated
200.000 people living in the mountain villages. Officials warn that snow
not only will create transportation difficulties but might also cause more
landslides in the devastated areas.
Pakistani authorities are advising villagers living in the villages above 1.500 metres (4.900 feet) to choose avoiding spending Himalayan winter on the mountains. Estimated 150.000 villagers could leave mountain villages and spend winter at the specialised winter camps. UN Joint Logistics Centre (UN JLC) reiterated the urgent need for aircraft de-icing equipment. To date NATO has operated 70 relief flights to Pakistan. Today, 8 November 05, 5 (five) C-130 are scheduled to leave from Turkey with 60 tons of UNHCR relief items.
Out of 500.000 tents required an estimated 260.000 tents has been delivered to Pakistan with an estimated 240.000 tents in the pipeline. However figures of tents required do not include possible wastage/defect factor, therefore, more tents are required.
As of 8 November 2005, 40 EAPC nations have offered assistance to Pakistan on a bilateral basis, through NATO / EADRCC, through the EU Civil Protection Mechanism, through UN OCHA or other international organisations.
Nations willing to use the Alliance transportation capability are kindly asked to provide the following essential planning data by e-mail to the EADRCC:
a. Nature of the item(s) to be shipped, e.g. tents, pumps, blankets etc
b. Weight in kilograms
c. Volume in metric
d. Dimensions in metric
e. Type of packaging e.g. bales, rolls, boxes, etc
f. Whether palletised or not. If palletised, specify the type of pallet(s) e.g. Europallets or...etc
g. If dangerous good e.g. HAZMAT etc
h. Where ( location ) available for pick up and when ( specify the Date/Time/Group i.e. DTG) in GMT
i. Is the shipper willing to move the items to be shipped to the designated point of loading
j. Specify any other special instructions
k. Specify a telephone of Point of Contact (POC), and if possible an alternative POC and the name of the person completing this questionnaire.
NOTE: It is important that each one of the 11 lines of the above questionnaire be completed. Please indicate NO if the answer is negative.
Nations are also invited to contribute airlift and sealift capability to NATO in order to expedite transportation of disaster relief from EAPC nations to Pakistan.
