Protection in Danger in the occupied Palestinian territory (oPt): Incidents of threats and violence in refugee camps (February 2025)

Attachments

Two days after the January 2025 ceasefire in Gaza, on 21 January 2025, Israeli Forces launched the military operation Iron Wall on Jenin Refugee Camp. Insecurity Insight documented at least 26 separate incidents of threats and violence in the camp, including widespread arrests and the killing and injuring of camp residents killed and injured between the start of the operation and 31 January. Private and public camp infrastructure, including water and electricity infrastructure, was bulldozed by Israeli forces. An increase in attacks on health care was also documented, with incidents doubling in January 2025 compared to the previous month. On nine occasions Israeli forces prevented ambulances from reaching the sites of civilian casualties or transporting patients to medical facilities. In three incidents a medical facility was surrounded and besieged and in total five health workers were shot and injured in the month. By February, Israeli military operations spread to other camps across the West Bank, particularly Nur Sham and Tulkarm refugee camps where similar arrests and attacks on camp residents were reported. As a result of these operations, at least 40,000 residents have been forcibly displaced in the West Bank.

This is not the first time that these camps were attacked, only a month before in December 2024, Jenin, Nur Shams and Tulkarm camps were all raided during the large-scale security operation Operation Protect the Homeland, carried out by the Palestinian Authority. Between 05-31 December 2024, 18 incidents of threats and violence were recorded in Jenin camp. In the same period seven incidents were reported in Tulkarm camp and one in Nur Shams camp. Across all these events, at least 27 camp residents were reported killed, including children, and at least 42 injured. A number of homes were destroyed, and water and sewage infrastructure was also damaged. In response to the fighting UNRWA announced the suspension of services within Jenin camp.
