Purpose
This live document provides an overview of the CWG-coordinated Emergency Multi- Purpose Cash Assistance (EMPCA) response to the Northern West Bank (NWB) emergency started in January 2025. It is intended as a reference for CWG members, HCT, ICCG, donors, and external stakeholders.
Background
In response to the Israeli military operation in the northern West Bank that began on 21 January 2025, the humanitarian community endorsed an operational plan prioritizing (EMPCA) as the default modality to meet basic needs, food, non-food, and hygiene items, for the affected population. The CWG and clusters under the West Bank ICCG umbrella worked in partnership to promote complementarity and ensure coherence with social protection schemes and sectoral interventions. Operational Plan – highlights:
• EMPCA as a core component for addressing basic needs.
• The need for sustainability in transfer values and harmonization with sectoral assistance (e.g., shelter, protection, livelihoods).
• Plans for post-distribution monitoring (PDM) to refine/aligned targeting and improve coordination between MPCA and sector-specific assistance.
