Rehabilitation is an essential health service in emergencies, while rehabilitation services in conflict-affected regions such as Gaza are vital for addressing a surge in impairment and disability due to injuries. Rehabilitation services restore functionality, enhance quality of life, and promote psychosocial well-being. This framework is crafted based on WHO guidelines and adapted to the local context in Gaza. It has been developed in consultation with key stakeholders. It follows a pyramidal rehabilitation framework1 that integrates rehabilitation at the community, primary, secondary & tertiary, and specialized inpatient (high-intensity rehabilitation) levels to ensure a comprehensive and coordinated approach. The Minimum Service Package (MSP) will continue to be reviewed as the situation in Gaza evolves.
