CONTEXT

The 2023 escalation in the Gaza Strip has caused unprecedented scale of destruction and displacement. Eight months into the conflict over 1.7 million people, 83% of the population have been displaced, many several times. At least 370,000 housing units in Gaza have been damaged, including 79,000 destroyed completely. The cost of damage to critical infrastructure in Gaza is estimated at around $18.5 billion, 72% of which is the cost of damage to the housing sector, 19% to public services infrastructure such as water, health and education, and 9% to commercial and industrial buildings. The estimated quantity of debris in the Gaza Strip is 38 million tonnes; it may take up to 14 years to clear and recycle the debris, including demining activities.

OUTCOMES

• HLP is integrated throughout the humanitarian response resulting in improved security of tenure for affected populations.

• UN and civil society organizations have strengthened capacity to address HLP issues in their programming and have an avenue to receive technical support if they needed.

• Coordinated HLP advocacy activities of UN and civil society organizations to obtain engagement with policymakers, donors, and other stakeholders to raise awareness and influence policy changes.
