Objective of the Guide
This guideline is designed to support humanitarian actors in Gaza working with internally displaced persons (IDPs) residing on private land. It provides a structured approach for negotiating the stay, including the extension of stay, development of the site, formalizing occupancy arrangements, and ensuring the protection of both IDPs and landowners' rights.
- Preparation Phase
a. Assess the Situation:
- Evaluate the current living conditions, number of households, and length of stay.
- Determine the type of land, its ownership status, and any changes in ownership.
- Identify whether the land is owned by a single person or multiple owners.
- Review any prior agreements (verbal or written) and collect relevant documents.
- Understand the needs and intentions of displaced persons regarding their stay.
- Conduct a cost-benefit analysis of land and site development by evaluating costs, alternatives, viability, funding, community support, socioeconomic impact, and risks.
