In this environment, addressing HLP rights is essential to ensure that the recovery process does not exacerbate existing vulnerabilities.

Objective of the Guidance Note: This note aims to equip practitioners with practical strategies to incorporate HLP rights into debris removal operations, minimizing the risk of further displacement and legal disputes over property, including debris.
