Guidance Note for Practitioners on Mainstreaming Housing, Land, and Property (HLP) Rights in the Gaza Debris Removal Management

1. Introduction

• Context of Gaza: Gaza has faced significant destruction due to ongoing conflict, resulting in widespread displacement and loss of housing. Many families have lost their homes, and the infrastructure necessary for rebuilding is often severely compromised. Nor are building materials easily available, causing people to want to re-use existing material including debris and rubble. In this environment, addressing HLP rights is essential to ensure that the recovery process does not exacerbate existing vulnerabilities.

• Objective of the Guidance Note: This note aims to equip practitioners with practical strategies to incorporate HLP rights into debris removal operations, minimizing the risk of further displacement and legal disputes over property, including debris.

• Target Audience: The guidance is intended for humanitarian organizations, debris removal contractors, legal aid groups, and other stakeholders involved in the demolition and debris removal and management works.
