In September, the Shelter Cluster shared the challenges, gaps and strategic recommendations on Winterization, highlighting the shelter conditions of displaced people in Gaza and steps required to provide basic protection before the upcoming winter for the 1.13m people in deteriorating tents and makeshift shelters with no protection from rain and cold. Since then, a further 100,000 people have been displaced from North Gaza to Gaza city and need assistance.
So far, only 23% of needs have been met, leaving 945,000 people at risk of exposure this winter.
PRIORITY NEEDS AND GAPS
• The Shelter Cluster calculated that at least 25 trucks per week of sealing-off kits (SOKs) were needed to cover the needs of 1m people for basic shelter winterization assistance in the south.
• This included items in the pipeline for 240,000 people and additional resources to cover the gap for 760,000 people through the provision of tarpaulins, plastic sheeting and fixing materials.
• SOKs were prioritized over tents as they require less volume and can assist more people. If tents are provided, x10 more trucks are required to cover the same number of people.
• In addition, people are also in need of winter clothing, bedding, and heating materials.
