This document aims to provide basic guidance on the implementation of the Cash for Work activities in Gaza as part of the humanitarian response to the emergency that started in October 2023.
For the purpose of this guidance, Cash for Work is defined as Conditional Cash assistance delivered in retribution for a work conducted. Normally involves lower-level unskilled work. The main objective is to support meeting basic needs of beneficiaries, and to conduct activities and works contributing to sectoral and/or community-level goals.
Cash assistance provided through Cash for Work modality if conditional and unrestricted.
Targeting for Cash for Work (CfW) activities within different sectors depends on the specific objectives of the activities, and the technical skills required to perform the work. Similarly, the differentiation between skilled and unskilled workers, and the exact daily rates based on the ranges proposed below, depend on the nature of each activity, and they should be defined at Cluster level. Work standards related to age must always apply, i.e. selected participants must be above the age of 18. Socio-economic consideration, at least in terms of lack of income, must be included as well among the targeting criteria.
Cross-checking and deduplication: the Gaza Cash Working Group (CWG) set up a cross-checking system for the purpose of deduplication of cases targeted with unrestricted cash assistance. The system should be utilized for cash for work activities as well, considering the similar basic-needs oriented objective of both interventions. The system is managed through an Information Management Officer within CWG. Organizations planning to run CfW must cross-check names of selected participants ahead of starting the activities. This step allows for deduplication both among different CfW activities, and between CfW and Emergency MPCA interventions.
