On 18th May 2025 Israeli settlers established a new herding outpost inside the Bedouin community of Mughayir al Dir in the Occupied West Bank. This is the last remaining Palestinian community east of the Alon Road in the Ramallah periphery, following the forced displacement by settler violence of seven neighbouring communities in the last three years.
The driving out of these Palestinian families will remove the final obstacles for settlers to fuse together the existing belt of settlements and outposts across the east Ramallah periphery, further entrenching the settlement enterprise and accelerating steps towards annexation. The action will result in the forced displacement of 25 families (150 community members) and the destruction of viable livestock-dependent livelihoods for the community.
The Ramallah settlement belt is planned to connect to the proposed E1 settlement expansion plan, effectively sealing off Jerusalem and splitting the West Bank in half – a move that could trigger the further forced displacement of thousands of Palestinians.
Community members in Mughayir al Dir report high protection concerns for remaining community members – mainly women and children – including fear of violence and loss of livelihoods, psychosocial distress, and family separation. Livestock, a critical source of income and food security for many families, is also increasingly at risk, as settler violence and intimidation have escalated during the week, with settlers roaming through the residential areas of the community throughout the night, shouting and threatening residents.
Member states are called upon to urgently:
• Join protection partners and provide diplomatic/international presence in the community.
• Engage in private advocacy to stop the risk of forcible transfer of the Mughayir al Dir community, a move which will further entrench the settlement enterprise illegal under international law and accelerate steps towards annexation.
• Raise urgent concern over the strategic use of “state land” by settlers to establish outposts within active Palestinian communities, a growing tactic to facilitate displacement.
• Mobilize flexible funding for rapid scaling of legal response, protective presence, and cash for protection in at-risk Palestinian communities.
