The BADIL Resource Center for Palestinian Residency and Refugee Rights (BADIL), Al-Haq, and the Cairo Institute for Human Rights Studies (CIHRS) draw attention to discriminatory Israeli policies inside Hebron, in the occupied West Bank, and outline how such policies create an impossible living environment for the resident Palestinian population. This, in turn, has resulted in significant forced displacement. Such actions are, therefore, entirely consistent with the legal definition of forcible transfer, which is both a grave breach of the Fourth Geneva Convention and prosecutable as a war crime and a crime against humanity. Accordingly, BADIL, Al-Haq and CIHRS call upon all relevant actors to condemn Israel’s forcible transfer of Palestinian residents of Hebron, and demand that third party states uphold their legal obligations to ensure respect for the Geneva Conventions and to hold to account all individuals responsible for the commission of international crimes.
