Insecurity Insight identified 2141 incidents of violence against or obstruction of access to health care in Israel and the occupied Palestinian territory between 07 October 2023 and 24 December 2024. In the West Bank and East Jerusalem, where 364 incidents were recorded, health workers faced arrests, threats, and harassment, while health facilities were raided, and ambulances were obstructed and searched in incidents mostly attributed to Israeli forces. Most obstructions occurred during road travel or at checkpoints, where the “back-to-back” (B2B) method of transferring a patient to a different ambulance when crossing from the West Bank to Jerusalem. This process often involved searches, delays, and harassment of medical staff, preventing them from providing care. Nearly a third of the 364 incidents took place at refugee camps with high numbers recorded in Jenin, Nur Shams and Tulkarem refugee camps.
